Director-General of National Agency for Science and Engineering Infrastructure (NASENI), Prof. Olusegun Adewoye, has said that the agency is harmonizing its operation in order to offer more competitive services to Nigerians through a system-wide management strategy.
The NASENI boss said that there will be system-wide standardization of organogram, system wide harmonization of job description and designation as well as system wide harmonization of standardization procedure. Others being proposed include system wide harmonization of performance evaluation, system wide code of conduct and discipline as well as system wide incentives.
Adewoye spoke at a two-day stakeholders' meeting on harmonization of system-wide strategy to reposition NASENI for better performance, held recently in Abuja.
He said: “We are harmonizing so that we can move forward in a more phenomenal and synergetic manner. What I am saying is simple; I want to make the work of the next director general much easier than mine.”
He noted that harmonization allows synergy and will help in making the mandate of NASENI to come out.
The D-G cited that any machine you manufacture will require core competencies now being built in all NASENI institutes. Harmonization makes things flow better . The Institutes will be able to talk to each other more.
Permanent Secretary of the federal ministry of science and technology, Dr. Dere Awosika who opened the meeting commended the move by NASENI to assess its operations with a view to become a world class agency.
“If you see an organization that want to, say on their own, not directed by the ministry or any one: ‘we want to review how we have operated in the past, we know we have potential for greater future and we want to reposition ourselves to be able to give more to Nigeria,’ that in itself is unique, it shows willingness to make transformation to be, not in terms of letter but in terms of action.”
Awosika hinted that from the history of NASENI, there has been a rapid transformation which has been evolving just like the way science and technology has been evolving in the country and now the tremendous amount of work that has been put in place in all science and infrastructural development is key.
"Nigeria is working through ministry of trade and investment to engender industrial revolution but how do you carry out industrial revolution without the backing of a very good science and engineering infrastructural agency?" she asked
The fact, according to her, is that NASENI has been able to touch the various sectors of the economy, like agriculture, education and the SMEs.
The meeting has therefore produced a draft harmonization system wide strategy document which contains derivatives and set key milestones for 2012 -2022.
Under system-wide harmonization of job description, for example, it was suggested that the agency’s accounting officer be redesignated as executive secretary or vice chairman /chief executive as stipulated by enabling decree that established the agency. The institute’s directors shall be addressed as managing director/chief executive in order to allow the existing staff attain the rank of director cadre instead of stagnating as deputy directors.
