Only FCT Minister Can Issue Land Titles In Abuja – AGIS




Acting director, Abuja Geographic Information Systems (AGIS), Dr. Isa Ibrahim Jalo has reiterated that it is only the FCT minister, Malam Muhammad Musa Bello that has the constitutional rights, on behalf the president to issue land titles in Abuja.

Speaking during a joint news briefing in his office at the weekend, Jalo stated that there is nothing like area council’s land, customary land or rural in the Federal Capital Territory (FCT), adding that the entire territory belongs to the federal government.

“In the FCT, there is nothing like AMAC land or area council land, no customary title and no rural land. What we keep in AGIS are statutory titles of land allocated by the FCT minister on behalf of the president. This is because the entire FCT land belongs to the federal government,” he said.

He noted that although in the past lands were wrongly issued by the area councils, such cases are being re-regularize by AGIS, adding that any land title not issued by the FCT minister remains null and void.

Jalo also revealed that the agency generates N50 million daily, as a result of reforms put in place by the current FCT administration, noting that there has been an improvement in internally generated revenue in AGIS, as well as improvement in land services delivery.

He pointed out that more than 40 per cent improvement has been recorded from last year’s IGR, adding that it was the outcome of the agency’s deployment of cutting-edge accounting software, which according to him, is best of its kind in any public accounting agency in the country.

“The software, known as Microsoft Dynamics, was in the most part configured by AGIS in-house staff, to reduce the lengthy protocol the agency usually undertook in the generation of bills, tracking transactions and issuance of receipts of payment.

The application integrates seamlessly with the Land Information System, LIS, and the collection banks’ interfaces, thereby automating the processes of revenue collection, customer file updates, auditing and checking end – to – end, thus, making the entire workflow very effective for operational analysis.”

Among other landmark achievements recorded in the agency, according to him,  are a reduction in waiting time for legal search to between 24 and 48 hours from the nearly four to five days it took to obtain this service in the past.

Speaking in the same vein, the acting director, FCT Land Administration, Malam Adamu Hussaini, said that the minister has since commenced the signing of Certificates of Occupancy (Cs of O), after reforming the institutional frameworks for land services delivery.

He announced that over 1000 C of Os have been signed and were ready for delivery to the owners, while there are no longer delays in the signing of land titles once they were cleared by relevant departments.

Reaffirming the commitment of the FCT Minister to institution building, Hussaini noted that the Land Use and Allocation Committee (LUAC), which had been moribund in the past years has recovered its statutory status as the clearing house for all land-related issues.

He further disclosed that there is currently an enhanced synergy between the various land services stakeholder departments, like urban and regional planning, survey and mapping, land administration, AGIS among others; which has eliminated various bottlenecks in the processing of land title documents in the administration.
