The Nigerian Civil Aviation Authority (NCAA) as well as other government agencies in the aviation sector including the Federal Airports Authority of Nigeria (FAAN) yesterday commenced the implementation of the Executive Order issued by the Acting President, Prof. Yemi Osinbajo by harmonizing their screening at the airport departure hall.
According to NCAA, it has put in place adequate measures to ensure full and sustained compliance with the Presidential Order at the nation’s airports.
According to a statement issued yesterday, signed by the general manager, Public Affairs of the regulatory agency, Sam Adurugnoye stated that on the ease of business, particularly within the airports and aviation-related businesses.
The director general, Nigerian Civil Aviation Authority (NCAA), Capt Muhtar Usman has directed all Aviation Safety Inspectors (ASI) to monitor the level of compliance with the Executive Order (EO) alongside their statutory oversight responsibilities at the airports as enshrined in the Nigerian Civil Aviation Regulations 2015 (Nig.CARs 2015).
It added that all aviation parastatals under the Federal Ministry of Aviation, Federal Airports Authority of Nigeria (FAAN), Nigerian Airspace Management Agency (NAMA), Nigeria Meteorological Agency (Nimet) and Accident Investigation Bureau (AIB) have since commenced compliance to the order.
On its part, NCAA has prepared a standard document outlining its core functions and services, appropriate charges, fees, licenses, waivers and other tax-related processes in adherence to the Executive Order (EO).
The schedule contains mode of communication of official decisions to the various applicants for our sundry services. This information, together with other vital information for ease of doing business in Nigerian aviation sector are contained in the official website of the NCAA.
It further stressed that “the Federal Government has handed down this order with the view to eliminate unnecessary bureaucracy that impedes business activities at our airports. In addition, it will improve safety, security and facilitation of passengers within and around the airport”.
“The NCAA director general is in constant discussions with the heads of aviation agencies to ensure sustained adherence to the Executive Order (EO) by the parastatals and continuous surveillance by the regulatory Authority”, the agency added.
Managing director of FAAN, Engr. Saleh Dunoma, who spoke after a meeting with all the other agencies at the international wing of Murtal Muhammed International Airport (MMIA) said there would be no more multiple checks at the airport.
It would be recalled that Acting President Osinbajo had last month issued the executive order that would enhance ease of doing business at ports of entry.
The FAAN MD said all the agencies had come together to effectively and seamlessly implement the order without compromising on security procedures at the airport. He said henceforth agencies would check luggage of passengers at designated areas and not within the departure halls as was the case before.
Dunoma stated that the authority had chosen to commence the implementation with MMA which is the busiest and the most visited airport in the country, adding that the implementation would be extended to other airports.
Meanwhile, FAAN pensioners under the aegis of Nigerian Union of Pensioners (NUP) yesterday kicked against the planned concession of four major viable airports in the country by the Federal Government.
Speaking at the monthly general meeting of the pensioners at the airport in Lagos, the secretary general of NUP, Comrade Emeka Njoku explained that the minister of state aviation, Hadi Sirika, has refused to implement the public hearing resolution of the National Assembly on concession of the four viable airports.
Comrade Njoku expressed disappointment that previous concession agreements with various agencies revenue points such as toll gates, car parks, bill boards, VIP lounges among others have not benefited the government but individuals in government.
The pensioners accused the minister of trying to concession revenue collection points to his surrogates, where money will be collected and paid into private pockets. Njoku noted that apostle of concession wants to adopt the method that led to the liquidation of Nigeria Airways to concession FAAN and announce FAAN as being insolvent.
