There was pandemonium at the headquarters of the Federal Ministry of Science and Technology as protesting workers in the ministry stormed the office of the permanent secretary, Dr Amina Shamaki, and held her hostage.
The workers under the aegis of Joint Union accused the permanent secretary of high handedness, disregard for their welfare and urged President Muhammadu Buhari to immediately redeploy her.
It was gathered that the matter in dispute was the refusal by the permanent secretary to comply with the directives of the Minister to pay some allowances to the staff.
The workers said all appeals by directors in the Ministry to comply with the ministerial directive fell on deaf ears.
It was gathered that when the officers of in-house unions went to meet her to discuss the matter a few days earlier she walked them out of her office. This shabby treatment of the union, it was revealed triggered the show of force by the workers.
Speaking on phone, organising secretary of Association of Senior Civil Servants of Nigeria (ASCSN), Comrade Musa Abbas, who negotiated a truce after joint unions locked out the permanent secretary said the issue has been resolved and the PS has agreed to release the funds
The workers said that since her appointment as permanent secretary in the Federal Public Service in October, 2014 she has served in different five ministries where her tenures has been trailed with crisis after crisis.
The workers said she is unarguably the most mobile and controversial PS and can be likened to a rolling stone that gathers crisis.
According to them, her first posting was to the Special Duties Office of the OHCSF in October, 2014. In November, 2015, she was deployed to Federal Ministry of Health and in August, 2016, she was deployed to the Federal Ministry of Women Affairs and Social Development. She was again deployed to the Special Duties Office, Office of the Secretary to the Government of the Federation in October, 2016. In August, 2017 she was again deployed to the Federal Ministry of Science and Technology.
The workers brandishing various online reports recalled that during her tenure at the Ministry of Health, Mrs Shamaki was at logger head with the workers, saying at one time the staff shut down the ministry and demanded her removal and no truce was attained until she was redeployed to Ministry of Women Affairs and Social Development.
Within a few weeks of her arrival at the Ministry of Women Affairs and Social Development, the nation was shocked when the minister, Senator Aisha Al-Hassan was reported to have cried out that “I can’t work with my permanent secretary”.
The workers accused her of now carrying her trademark controversy to Science and Technology and making things difficult for the Minister, Dr. Ogbonnaya Onu and workers
