Registrar of the Joint Admission and Matriculation Board (JAMB), Professor Ishaq Oloyede yesterday disclosed that the examination body will rather use its Internally Generated Revenue (IGR) to fund itself following zero budget for its estimated capital and recurrent expenditures in 2018.
Consequently, the body would not remit into the federation account, the N7.8billion it remitted in 2017.
This was even as senators openly disagreed on whether the miraculous revenue remittance JAMB made into the federation account last year deserved commendation.
Oloyede who hinted on less revenue remittance by JAMB to the federation account during 2018 budget defence session with the Senate Committee on Tertiary Education and TETFUND, said though the agency this year projected for N14.691billion from its Internally Generated Revenue ( IGR), N7.744billion out of it would be used for overhead cost items while N2.683billion is earmarked for capital project.
According to him, just as the examination body was given zero allocations for overheads and capital expenditure components of the 2017 budget, so it is with the 2018 budget proposal, a situation he said , made it to plan funding for the two components from its projected IGR.
“ If we remove N7.744billion estimated for overhead cost and N2.683billion earmarked for capital project from the projected N14.691billion IGR, the balance surplus would be N4.262billion to be remitted into the federation account as against N7.8billion remitted last year.
“This has to be so because of critical expenditure to be carried out on overhead cost in terms of maintenance and upgrading of our facilities and information technologies and in particular, the highly needed capital project of procurement of new headquarters that would be on the national fiber optics for easy connection”, he said.
He disclosed further that for the examination body to install such needed connection in its temporary site in Bwari town, it would cost it N300billion which necessitated its plan of either moving to the central area in Abuja metropolis or along the Airport road within the axis of University of Abuja.
Though the chairman of the committee, Senator Jibrin Barau (Kano North) and some other members commended the JAMB registrar for a job well done in terms of revenue remittance but a member, Senator John Enoh ( APC Cross River Central ) took him up over the planned lesser revenue remittance.
The senator who took exception to repeated commendations given the JAMB registrar by the committee chairman said what the registrar did last year was in line with policy to that effect for such bodies as regards remitting 25 per cent of total revenues generated into the federation account.
“ To me, the JAMB registrar is being over commended or praised on what is expected of him legally and besides, he needs to explain to us properly why such revenue remittance would drop this year because the capital project he is planning for is not absolutely within his powers.”
But the committee chairman interjected by saying that the JAMB registrar deserved the over commendation and be allowed to achieve his further plans for the examination body.
“ Sentiments apart, what is good is good, this man has performed wonders where many had failed and nobody expect anybody here to be saying a different thing,” he said.
Apparently not happy with the chairman’s remarks, Senator Enoh left.
