KDHA Confirms Justice Muhammad Lawal As State’s Chief Judge

The Kaduna State House of Assembly  screened and confirmed Justice Muhammad Lawal Bello as the chief judge of the state.
He was born on 24th April, 1957 in Lere local government area of Kaduna state where he obtained his primary education between 1963 to 1968.
Muhammad also attended the famous Sardauna Memorial College for his secondary education between 1969 to 1973, he then went to Government College Katsina for his senior secondary education between 1973 to 191974.
Before he obtained his certificate from the prestigious Ahmadu Bello University (ABU) between 1977 to 1980, he went to Katsina College of Arts, Science and Technology between 1974 to 1977. Justice Lawal attended Nigerian Law School Lagos between 1980 to 1981.
Until his confirmation, Justice Muhammad has worked in various places between 1975 to September 1st 2018 where he was appointed the acting chief judge of Kaduna State to date.
He has also worked as clerical assistant at the high court of Justice, Kaduna, National Youth Service Corps, Legal Department Benue State House of Assembly, Makurdi, magistrate grade two,chief magistrate court Zaria,chief magistrate court, Lugard Hall Kaduna as chief magistrate grade two, a solicitor general and director general, ministry of Justice, Kaduna among others.
Justice Lawal who has obtained Barrister -at – Law has held various Adhoc  Positions such as secretary magistrate association of nigeria, Kaduna State branch, ex- officio member national executive magistrate association of Nigeria, chairman judicial commission of inquiry in to the Kafanchan communal disturbance of 1995, chairman, commission of inquiry in to the post presidential election of April,2011 among others.
While deliberating on the floor of the house, one of the members who is also a Barrister, Mr. Kantiok Irmiya Ishaku representing Zonkwa constituency said for Justice Muhammad to have gone through the nooks and cranny of the Law in Kaduna State and also to have served as a solicitor general of the state, then there is nothing in the judiciary that is not known to him, adding confirming him as the chief judge of Kaduna state will be of great service to the state.
Hon. Kantiok noted that his wealth of experience and exposure to the law administration will bring to bear the needed synergy of cooperation between the executive, the legislature and the judiciary.
Speaking with the newsmen shortly after his confirmation, Justice Muhammad said as he has passed through most offices of the judiciary and has identified the problems in the judiciary, he will by the grace of the Almighty profer solutions to the problems.
He also said he will ensure that the congestion in the prisons are reduced through granting bail to those cases which are bailable.
Meanwhile the house also received a letter from the executive requesting them to remove from office two commissioners who were found wanting and participating  in partisan politics.
According to the speaker who presided today’s sitting said the commissioners to be removed are Mr. Benjamin Bagaiya, Kaduna State Civil Service Commission and Mr. Sam Atung, Kaduna State Judicial Service Commission.
The speaker directed the clerk of the house to convey the resolution of the house to the executive governor of the state, Mal. Nasir Elrufai that the two commissioners have been removed for misconduct.
Also the house adopted the rules and standing order of the Kaduna State House of Assembly where the speaker Alhaji Aminu Abdullahi Shagali recalled to the house that on 10th June 2015, the house resolved to use the rules and standing order 2003 for guidance pending the review of same standing order for adoption.
The member representing Kagarko Constituency Hon. Nuhu Shadalafiya said there are salient issues which needed to be amended and when done will wipe away the tears that have been existing.
He said for example in some houses of assembly in Nigeria, there is a specific day in which the indigenous language of that place is spoken whereas there is none in  Kaduna Assembly, the issue of appointing deputies to the principal officers of the assembly which is also present in other Houses Assembly and then the irrational removal of presiding officers.
Hon. Nuhu said as these key points have been taken care of in the amended standing order, then it is worthy of adoption as the standing order of Kaduna State House of Assembly, 2019.
The speaker before adopting it said they reviewed the standing order not to favour anyone but for the prosperity of the house and the state at large as it will be of great benefit to the state.
