In a further blow to the 15th Emir of Kano, Alhaji Aminu Ado Bayero, in the ongoing Kano emirship tussle, the Kano State government has enacted a law to create second-class emirates in the state.
LEADERSHIP reports that this is the latest development in the emirate tussle between the reinstated 16th Emir, Mohammed Sanusi, and the deposed 15th Emir, Aminu Ado Bayero.

A Kano State High Court presided over by Justice Amina Aliyu had on Monday perpetually restrained Aminu Ado-Bayero and four other deposed Emirs of Bichi, Rano, Gaya and Karaye from parading themselves as Emirs.

Kano State Governor Abba Yusuf yesterday assented to the new Kano State Emirate Law 2024 establishing second-class emirates in the state

The governor, while thanking the state assembly for answering the people’s yearnings on Tuesday, also appreciated their ability to live up to their constitutional responsibility.

The three new emirate councils include Gaya Emirate which is made up of Gaya, Ajingi and Albasu local governments; Rano Emirate made up of Rano, Kibiya, and Bunkure local governments, and Karaye Emirate, which is made up of Karaye and Rogo local governments.

“The Kano State House of Assembly has achieved another significant constitutional responsibility by passing a bill to establish the three second-class emirates in the state.

“This significant milestone marks a new significance in our continued effort to conserve and preserve the cultural heritage and traditional institutions important for our beloved state’s unity.”

According to the governor, the new is a testament to the state government’s commitment to recognize the traditional leadership that has played a pivotal role in the administration and development of the community.

“Our administration recognises the importance of traditional institutions in maintaining peace and development,” the governor added.

The Bill was presented to the state governor by the Speaker of State House of Assembly, Jibril Falgori at the Council Chamber of Government House, Kano.

The Speaker thanked the state governor for cooperating with the state Assembly while promising to sustain the relationship.

“Your Excellency, if this Bill is signed into law, it will improve the economy of those emirates. Not only will it improve the economy, it will also bring people closer to the government,” the Speaker said.
The governor stated that the newly appointed second-class emirs to rule the Emirates will soon be announced to the public.

This was a sequel to deliberations on the floor of the Kano State House of Assembly presided over by the speaker, Hon. Ismail Falgore during yesterday’s plenary.

The Emirate Council Establishment Bill 2024, which has now been signed into law, was considered on the floor of the house after scaling second and third reading in a motion moved by the deputy speaker of the House, Mohammad Butu Butu.

The newly created second-class emirates are expected to function under the first-class Kano Emirate, of which the Emir, Muhammadu Sanusi II will serve as chairman. Their jurisdiction is limited within the local government area specified under them. They are the Rano emirate (comprising Rano, Bunkure, and Kibiya areas), the Karaye emirate (Karaye and Rogo areas), and the Gaya Emirate (Gaya, Ajingi, and Albasu areas).
