National chairman of the Presidential Amnesty Programme (PAP) Phase 2, Ibena Rufus Salvation, has revealed plans to launch an initiative aimed at uniting key stakeholders and beneficiaries of the Presidential Amnesty Programme to enhance peace and development in the Niger Delta.

Ibena stated this when he led a delegation of Phase 2 leaders on a two-day visit to one of the key initiators of the Niger Delta struggle, Dr Selky Kile Torughedi, popularly known as General Young Shall Grow, at his country home in Azuzama, Southern Ijaw local government area of Bayelsa State.

Speaking to newsmen after a high-level meeting between the Amnesty leadership and Dr. Torughedi, Ibena disclosed that their visit was to discuss the progress of the Presidential Amnesty Programme under President Bola Tinubu and its current administrator, Dr Dennis Burutu Otuaro.

He also emphasised that their deliberations were centered on sustaining the hard-earned gains of the Presidential Amnesty Programme while expanding its impact across the Niger Delta region.

“Since its inception, the PAP has played a crucial role in stabilizing the region by disarming, demobilizing, and reintegrating ex-agitators into productive civilian life. The successes recorded so far ranging from educational advancements to entrepreneurial empowerment, must not only be preserved but also improved upon.

“By reinforcing these pillars, we will consolidate the gains of the Amnesty Programme and ensure that it remains a viable instrument for regional peace, stability, and sustainable development in the Niger Delta”, he said.

While expressing his heartfelt sympathy over the passing of Dr. Torughedi’s father, who died at the age of 98, Ibena acknowledged Torughedi’s longstanding hospitality and mentorship, vowing to uphold humility and respect in his leadership. He also assured that the group would return to support Torughedi when the funeral date is announced.

In his response, Dr. Torughedi stressed the need for continued support for President Tinubu and Dr. Otuaro’s administration. He also emphasized the importance of fostering peace and unity among Niger Delta leaders, particularly those in positions of authority, to attract meaningful development to the region.
