Constituency Development Fund Key To National Dev’t – NILDS

The Director General of the National Institute for Legislative and Democratic Studies (NILDS), Prof Abubakar Sulaiman, has said that the Constituency Development Fund is a key component of Constituency Relations, which plays a crucial role in grassroots development by enabling legislators to finance and implement community-driven projects.

According to him, effectively managing these funds ensures transparent, efficient resource allocation aligned with national development goals.

He said that in modern democracy, citizens expect to have constant interactions with their elected representatives, who can help them address their collective and everyday needs through the process known as constituency relations.

The professor of political science and international relations explained that Constituency Relations provides a direct channel for gathering policy inputs, understanding constituents’ needs, and receiving feedback on their performance, as well as that of the legislature and government.

Sulaiman stated these at the opening of the capacity-building workshop for members of the Budget Committee of the Ugandan Parliament organised by NILDS in Abuja on Tuesday.

He said the training, themed “Maximising impact through effective utilisation of constituency development funds (CDF) for better-quality representation in the Parliament of Uganda,” would further strengthen the lawmakers’ collective efforts in advancing democracy, accountability, and sustainable development in Uganda and across Africa.

“I must point out that a key component of Constituency Relations is the Constituency Development Fund (CDF), which plays a crucial role in grassroots development by enabling legislators to finance and implement community-driven projects. Effectively managing these funds ensures transparent, efficient resource allocation that aligns with national development goals.

“Distinguished Parliamentarians, I assure you that the Nigerian experience offers valuable lessons in governance, oversight, and impact assessment mechanisms to enhance CDF implementation.

„I also want to assure you that this workshop will provide a comprehensive understudy of Nigeria’s Constituency Development Fund model, equipping you with the knowledge and skills needed to effectively oversee, allocate, and monitor these funds for maximum developmental impact, accountability, and inclusivity in your country.

„Through structured sessions, practical case studies, and interactive discussions, you will gain valuable insights into optimising CDF utilisation for better-quality representation and stronger democratic governance. I urge you to take full advantage of this workshop. It will provide a unique opportunity to refine your skills, expand your networks, and explore solutions to the pressing issues around the Constituency Development Fund (CDF),“ Sulaiman added.

In his remarks, the Deputy High Commissioner of Uganda to Nigeria, Amb Philip Odidah, said. The role of parliament in any democracy is indispensable; hence, lawmakers, as representatives of the people, carry the immense responsibility of enacting laws and providing oversight.

“This capacity-building programme is, therefore, a commendable initiative, equipping Ugandan Parliamentarians with essential tools for effective governance, democratic engagement, and best practices in legislative work.
