Civil Service Reforms, Good Governance Etched Buni’s Name In Yobe’s History – HoS

Yobe State has recorded a landmark achievement by becoming the first in Nigeria to fully implement an Integrated Human Resources Management System (HRSuite) fully linked to the state payroll, the head of civil service, Alhaji Tonga Betara Bularafa, has said. This feat is widely credited to Governor Mai Mala Buni’s reform-driven leadership.

Speaking during the closing of a civil service capacity workshop, the Yobe State Head of Service described the reform as a legacy-defining step that has strengthened public service delivery and redefined good governance in the state.

He said, “Governor Buni has etched his name in Yobe’s history through civil service reform and good governance.

“This is a clear demonstration of political will and administrative foresight.”

Betara added that the full integration of HR processes with payroll has eliminated redundancy, blocked leakages, ensured prompt salary payments, and laid the foundation for evidence-based workforce planning.

“We now have a smarter, cleaner, and more accountable system that puts the people first and sets a new benchmark for governance in Nigeria,” the HoS emphasised.

According to the head of service, the reform has become a model for other states to modernise their civil service and embrace digital transformation in the public sector.
