Leader of Amend Camp and a prominent voice in the Presidential Amnesty Programme’s third phase, Emmanuel Allison, has commended President Bola Tinubu for approving an increase in the programme’s annual budget.

Speaking in Abuja over the weekend, Allison described the decision as a “renewed hope” for thousands of Niger Delta youths seeking a better future through education, training, and rehabilitation.

He said the expanded budget would allow the programme to reach more beneficiaries, particularly women, and ensure timely disbursement of stipends and allowances.

Allison praised the current Administrator of the Amnesty Programme, Chief Dr Dennis Burutu Otuaru, for what he called “commendable leadership and transparent management.”

According to the ex-militant leader, Otuaru’s achievements include scholarship awards both within and outside Nigeria, aviation training in South Africa, and the regular payment of students’ fees and beneficiaries’ stipends.

He further acknowledged Otuaru’s commitment to engaging Niger Delta stakeholders and addressing outstanding arrears owed to beneficiaries.

Gen. Allison urged all Niger Deltans to rally behind Otuaru’s leadership and support the administration’s inclusion policies, which aim to empower more youths across the oil-rich region.

He called for sustained federal support, saying the Amnesty Programme remains a “vital tool for peace and development in the Niger Delta.”
