Commission Unveils 4-year Reforms For Federal Civil Service

Chairman of the Federal Civil Service Commission (FCSC), Prof Tunji Olaopa, has revealed the driving force behind the development of a new strategic plan aimed at fostering growth and transformation in Nigeria’s federal bureaucracy from 2026 to 2030.

The announcement was made yesterday, during the FCSC Strategic Plan Stakeholder Validation Workshop, which brought together influential stakeholders, including representatives from the President’s Chief of Staff, the Head of the Civil Service of the Federation, and both domestic and international organisations.

“This strategic plan is not merely a response to the evolving public service landscape. It is a roadmap grounded in the mandate given to us by President Bola Tinubu during our inauguration on December 13, 2023, to reposition the FCSC as a catalyst for the transformation of the federal bureaucracy,” Olaopa said.
Despite the commission’s progress over the past two years, Olaopa acknowledged significant gaps in the existing repositioning plan.

“Without rigorous diagnostic research and systematic stakeholder engagement, we realised one and a half years into implementation that our initial plan lacked the details necessary for a meaningful transformation,” he stated.

He emphasised that public sector strategic plans should provide a framework for transforming strategic intent into actionable performance improvements.

“For the FCSC, this plan serves as a tool to rethink outdated processes and drive transformation in alignment with 21st-century governance principles,” he said.

Olaopa also highlighted the importance of learning from international best practices. “We are leveraging experiences from comparable countries and the reforms seen across Commonwealth nations to inform our strategy in six principal areas.”

Among the key areas of focus, he noted improvements in institutional independence, competitive examinations for promotions, and performance-based systems linking career progression to measurable outcomes.

“We aim to enhance public trust and operational agility through automated HR systems and digital transformation,” he added.

In her goodwill message, the head of the Civil Service of the Federation, Mrs Didi Esther Walson-Jack, commended the FCSC’s initiative, stating, “This plan is not just a roadmap for the FCSC, but for the entire civil service. I promise to partner with the FCSC to ensure its successful delivery.”

The director-general of the Bureau of Public Service Reform (BPSR), Dr Dasuki Ibrahim Arabi, praised Olaopa’s vision for reforming the civil service, urging FCSC staff to commit to the success of the strategic initiative.

Meanwhile, Mr Japh CT Nwosu, representing the Council of Retired Federal Permanent Secretaries (CORFEPS), expressed support for the strategic plan’s objectives.
