140 MDAs Fail Ethics Compliance Test In 2025 — ICPC

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has disclosed that no fewer than 140 ministries, departments, and agencies (MDAs) of the federal government did not have annual training plans to build the capacity of their management and staff in key areas such as ethics, integrity, and compliance in 2025.

According to the Commission, no MDA achieved full compliance in the year under review.

The ICPC stated these during the presentation of the 2025 Ethics and Integrity Compliance (EIC) Scorecard for selected MDAs by its chairman, Dr Musa Aliyu.

Represented by the Director of the Systems Study and Review Department, Olusegun Adigun, the ICPC chairman stated that 114 MDAs failed to submit their financial reports to the Office of the Accountant-General of the Federation (OAGF) in 2025, while 40 MDAs did not remit their internally generated revenue as required by law.

He added that 75 MDAs also failed to comply with provisions of the Fiscal Responsibility Act.

Aliyu further disclosed that poor institutional frameworks remain widespread across MDAs, with many lacking clearly defined core values, vision, and mission statements.

He said findings showed that 169 MDAs do not have documented core values, mission, and vision systems for staff understanding, while 191 MDAs have not domesticated policies on acceptance of gifts, donations, and hospitality practices that could raise integrity concerns.

He noted that MDAs were expected to have clear policies to guide employees, but the absence of these frameworks exposes staff and management to unethical conduct.

On the 2025 EIC performance rankings, the Nigeria Upstream Petroleum Regulatory Commission (NUPRC) emerged as the top-performing agency, followed by the Nigeria Deposit Insurance Corporation (NDIC).

In contrast, the Federal Ministry of Education and the Bureau of Public Enterprises (BPE) were among the worst performers.
