IPCR Strengthens Early Warning System Ahead Of 2027 Elections

The Institute For Peace Conflict Resolution (IPCR) has taken a major step to strengthen its “National Conflict Early Warning and Early Response System” to ensure preventive and proactive efforts to address conflict before they occur especially ahead of the 2027 general elections.

The director – general of the Institute Dr. Joseph Ochogwu, told a press conference in Abuja  on Tuesday that in fulfilling the mandate of the IPCR, which is to promote peacebuilding , conflict  prevention  and national cohesion  across Nigeria, the National Conflict Early Warning Early  Response System(NCEWERS) has been institutionalized  as a strategic  national  framework for proactively identifying and  addressing  conflict risks.

According to Dr. Ochogwu, NCEWERS represents a shift from  reactive crisis management  to preventive, evidence-based  interventions , thereby ensuring that  emerging  threats are detected  early and addressed  before escalation into violence.

The IPCR boss said that “the overarching goal of the NCEWERS is to strengthen Nigeria’s capacity for timely conflict detection, prevention, and coordinated response.”

He added that Nigeria’s conflict environment is complex and shaped by diverse local dynamics, including farmer-herder conflicts, communal and ethno-religious tensions, resources competition, climate-induced pressures and youth-related vulnerabilities.

These dynamics, according to the IPCR boss, vary significantly across regions requiring context –specific monitoring and interventions, adding that in response NCEWERS is designed to collect real-time data on conflict indicators, analyze patterns and trends, and trigger timely responses.

“Its objectives  include enhancing  coordination among stakeholders, strengthening  community  resilience, integrating  gender and social  inclusion  considerations , and supporting  informed  policy  and operational  decisions  for sustainable  peace and security,” he said.

According to him, the Early Warning Situation  Room(EWSR) serves  as the operational hub of NCEWERS, where data is received , analyzed and translated  into  actionable  intelligence adding that EWSR is equipped  with sophisticated ICT infrastructure including  web and mobile  applications , toll-free voice reporting lines  and SMS platforms  that enable citizens and  field monitors  to reports incidents  in real time.

The EWSR is staffed by trained analysts and experts whose capacities have been strengthened to ensure timely processing, verification and dissemination of early warning information to relevant   authorities for prompt action.

NCEWERS operates through a multilayered and coordinated structure that spans the national, state, and community levels. At the national level the Early Warning  Response  Group(EWRG) provides  strategic coordination, while state-level EWRGs ensure localized  responses in collaboration  with peace institutions such as  the Benue State Peace and Reconciliation  Commission, the Plateau Peace Building  Agency, independent peace architecture  in Katsina among others.

“The Early Warning Situation Room produces several critical outputs that support decision-making and peace building efforts. These include National Conflict Watch, which provides a snapshot of conflict trends across the country, and policy briefs that guide government intervention,” he added.
