Club, Cersei Launch Global Citizenship Platform

HOC Capital Club, in partnership with Cersei Partners, has launched what it described as the world’s first global citizenship advocacy community, aimed at shaping policies and expanding opportunities for globally mobile individuals.

The launch, held in Lagos, comes amid growing concerns that traditional citizenship frameworks remain largely transactional and fragmented, restricting access to opportunities and limiting the ability of globally mobile individuals to shape policies on taxation, investment and mobility.

According to the promoters, the platform will bring together high-net-worth individuals, entrepreneurs, policymakers and other leaders into a structured ecosystem to drive advocacy on issues such as mobility rights, taxation, cross-border investment and equitable access to opportunities.

Membership of the club is selective, with requirements including a verified second citizenship, a minimum net worth of $2 million, and other due diligence and credibility criteria.

The organisers said the conditions are designed to ensure that members can contribute meaningfully to global discourse and cross-border initiatives.

The platform is also expected to serve as a coordinated voice in engaging multilateral institutions and influencing policies that support sustainable development, economic inclusion and responsible global mobility.

As part of the partnership, both organisations plan to collaborate with international development bodies and policy institutions to advance dialogue aligned with Sustainable Development Goals (SDGs), promote investment in emerging markets and facilitate knowledge exchange.

They added that the initiative would support high-level diplomatic engagements with embassies, consulates and international institutions, while providing members with access to policy roundtables and strategic forums.

A spokesperson for HOC Capital Club said the initiative represents a shift toward a new global identity driven by collaboration and advocacy.

“This is more than a community; it is a movement toward a new global identity. We are creating a platform where global citizens become active architects of the systems that define their lives across nations,” the spokesperson said.

Meanwhile, the club disclosed plans to open its flagship facility in Lagos in April 2026.

The facility, spanning about 1,950 square metres, will feature lounges, dining areas, bars, a swimming pool, a private cinema, a rooftop terrace and an amphitheatre for international engagements, alongside access to a corporate private jet.

The promoters said the initiative is positioned to operate on a global scale, focusing on advocacy, collaboration and strategic partnerships.

HOC Capital Club focuses on global mobility and investment integrity advocacy for ultra-high-net-worth individuals, while Cersei Partners provides citizenship-by-investment advisory services across Africa.
