The China Civil Engineering Construction Corporation (CCECC) has described the newly commissioned headquarters of the Nigeria Revenue Service (NRS) as a strong testament to the Federal Government’s Renewed Hope Agenda, underscoring its significance in Nigeria’s ongoing fiscal and institutional transformation.
Speaking at the commissioning ceremony in Abuja, Managing Director of CCECC, Guan Shuai commended the collective effort that delivered the landmark project, highlighting the role of leadership, coordination, and commitment across multiple stakeholders.
The firm also linked the project’s success to the broader leadership of President Bola Tinubu, stating that the Renewed Hope Agenda provided the strategic direction that enabled such large-scale delivery. “This dedication is not limited to the chairman alone; it is top-down influence from our leader, Mr President,” the representative said.
He emphasised that tax reform remains a central pillar of the administration’s economic agenda, adding that the completion of the headquarters reflects a new phase in Nigeria’s development.
“The completion of the NRS Headquarters is not merely the delivery of a project; it stands as a powerful testament to the Renewed Hope Agenda. It marks a new chapter in the nation’s development under the leadership of our President,” he said
Mr Shuai expressed appreciation to the entire project team, including contractors, consultants, and the management of the NRS, for what he described as tireless dedication to delivering the complex structure. “Please allow me to express my sincere appreciation to the entire project team, including CCECC, other partners, the consultant, supervision team, and the management team of NRS, who have all worked tirelessly, day and night, to make this vision a reality,” he said.
Shuai commended the Executive Chairman of the NRS, Dr Zacch Adedeji, for special recognition, noting his hands-on leadership style and consistent presence at the project site.
According to him, Adedeji’s commitment went beyond administrative oversight, as he maintained a routine of weekly inspections to ensure steady progress.
“During the past year, almost every Thursday morning by 9 o’clock, he was on site here doing inspection. If you couldn’t find him in the office at that time, you could come here to get him,” he said.
He added that such dedication played a critical role in ensuring the timely completion of the project, describing the NRS chairman as both a “financial engineer” and a results-driven leader.
“Without him, we couldn’t complete this project in time. It is therefore no surprise that in the area of tax reform, he could perform even better than the project,” he noted.
The contractor urged continued unity and collaboration among stakeholders to sustain the momentum of reforms and national development.
“As we look ahead, let us remain united to build a stronger, more hopeful country,” he added.
President Bola Tinubu, who commissioned the facility, described the headquarters as more than a physical structure, saying it represents a new benchmark for professionalism, efficiency, and service within Nigeria’s revenue system.
He charged the NRS to evolve into a model institution that prioritises trust, fairness, and accountability in its operations.
“It must not only collect revenue; it must build trust. It must ensure fairness and demonstrate that government can be accountable, efficient, and responsive,” the President said.
Tinubu noted that the successful completion of the project signals a shift from promises to measurable progress, in line with his administration’s commitment to institutional reform. “Nigeria is no longer content with promises; we are delivering progress,” he said, adding that the legacy of leadership would be judged by the strength and sustainability of institutions.
He stressed that national development requires deliberate action and collective resolve, reiterating that Nigeria’s future would be shaped by conscious policy choices rather than chance. “The work of national renewal demands consistency, courage, and collective resolve. Nigeria’s future will not be determined by chance—it will be determined by the choices we all make together,” he said.
NRS Chairman Adedeji, described the commissioning as the culmination of years of institutional reform anchored on discipline, strategic vision, and execution.
He said the headquarters reflects a broader transformation of Nigeria’s fiscal system and a renewed commitment to building efficient and credible public institutions.
“What stands before us is not merely an edifice, but the physical manifestation of a nation choosing order over drift, discipline over fragmentation, and execution over intent,” he said.
Adedeji noted that the structure serves as a visible and enduring symbol that reforms within the revenue system are tangible, structural, and sustainable.
He acknowledged the contributions of key stakeholders, including the Ministry of Finance, the Minister of State for Finance, Taiwo Oyedele, CCECC, and other government agencies, in bringing the project to fruition.
According to him, the facility—comprising 16 floors across three towers with capacity for over 3,000 personnel—has been designed to enhance operational efficiency, innovation, and service delivery.
He stressed that the commissioning of the headquarters should be seen as a foundation rather than a conclusion, urging the NRS to leverage the infrastructure to deepen transparency and strengthen public trust. “As we commission this headquarters, we must recognise that it is not an endpoint, but a foundation,” he said.
“Its true value will be measured by the efficiency it enables, the transparency it enforces, and the trust it builds.”
