NITDA Inaugurates Multi-Stakeholder Group To Drive Digital Governance Plan

The National Information Technology Development Agency (NITDA) has inaugurated a multi-stakeholder coordination group (MSCG) to drive the implementation of Nigeria’s digital governance commitments under the National Action Plan IV (NAP IV).

In a statement issued on Friday, the agency said the initiative, co-led with the Dataphyte Foundation under the Open Government Partnership (OGP), followed Nigeria’s recognition at the 2025 OGP Global Summit, where its digital governance commitments earned the OpenGov Challenge Award.

Speaking at the inauguration, NITDA Director-General, Kashifu Abdullahi, said Nigeria’s growing global reputation in digital governance was a key factor behind the award.

“With this great recognition comes great responsibility,” Abdullahi said, noting that NITDA’s ICT clearance framework helped the federal government save over N1.7 trillion in 2025 by improving efficiency across ministries, departments, and agencies (MDAs).

He added that the MSCG would operate on the principles of inclusivity, transparency, and accountability.
Also speaking, the national coordinator of OGP in Nigeria, Gloria Ahmed, commended NITDA and its partners for advancing inclusive digital governance.
She said Nigeria’s digital governance commitment, co-created under NAP IV, was recognised as the best in Africa and the Middle East, as well as the top entry globally in its thematic category at the 2025 summit held in Vitoria-Gasteiz, Spain.

On his part, Oluseyi Olufemi, country director of Dataphyte Foundation, said the MSCG would review and validate key working documents, including a digital governance toolkit and a performance scorecard.

He described the toolkit as a practical guide for ethical, inclusive, and interoperable digital transformation across federal and subnational MDAs, while the scorecard would serve as a framework for assessing digital adoption.

Director of stakeholder management and partnerships at NITDA, Aristotle Onumo, said the group would help bridge the gap between policy formulation and implementation.

According to him, the MSCG will ensure that reforms under the Strategic Roadmap and Action Plan (SRAP 2.0) and NAP IV translate into measurable outcomes.

The agency said the group would serve as a platform for dialogue, policy engagement, and coordinated action on issues such as digital inclusion, data governance, transparency, innovation, and citizen participation.

Representatives from key government institutions attended the inauguration, including the Bureau of Public Procurement (BPP), Nigeria Inter-Bank Settlement System (NIBSS), Galaxy Backbone, Central Bank of Nigeria (CBN), Nigerian Communications Commission (NCC), and the Federal Ministry of Communications, Innovation and Digital Economy.

Civil society organisations such as the Integrity Group, Digicivic Initiative, and Spaces for Change were also represented at the event.
