Niger Delta: Tinubu Committed To Bridging Human Capital Development Gaps – Otuaro

Administrator of the Presidential Amnesty Programme (PAP), Dr Dennis Brutu Otuaro, has reiterated President Bola Tinubu’s commitment to investing in the education of Niger Delta youths through its scholarship scheme to bridge the human capital development gap in the region.

Otuaro spoke on Wednesday, when a delegation from Anglia Ruskin University (ARU), United Kingdom, comprising the regional director, Africa, Dr Nana Adom; senior admissions manager, Eve Flower and country manager, Nigeria, Linda Ayodele, visit him in Abuja.

ARU, one of the partnering UK universities, has 69 PAP alumni and 28 scholarship beneficiaries studying various courses at the institution.

Otuaro has deployed 36 students to ARU, with two graduating in September 2026, four in January 2027, and 18 in May 2027.

He said President Tinubu would not leave any stone unturned in his investment in the education of the region’s south under his Renewed Hope Agenda.

“PResident Bola Ahmed Tinubu is unwaveringly committed to supporting the Presidential Amnesty Programme, and he believes strongly that education is one of the best things for our youths in the Niger Delta.

“This is because President Tinubu is concerned about the need to bridge the human capital development gap in the region, and he is irrevocably committed to it. The value of this educational investment will be great, “Dr Otuaro said.

He told the Anglia Ruskin University team that PAP scholarship students are doing well within and outside Nigeria, adding that the programme recently recorded over 50 first-class and 40 second-class upper division students.

He noted that with 9,000 deployed in-country and 273 in UK universities, “the Federal Government is investing in the future of the Niger Delta and building a civil and polite society.”

He said people of the region are appreciative of the expansion of scholarship opportunities because the beneficiaries will contribute their quota to nation-building.

Dr Otuaro said the PAP and the ARU have had a good relationship over the years, and expressed appreciation to the institution for the partnership.

Earlier, the ARU team lead, Dr Nana Adom, had explained that the purpose of the visit was to explore ways to deepen the relationship between the university and the PAP.

He thanked Dr Otuaro for the partnership and described the feedback from the faculties on the academic performance of PAP scholarship students as tremendous.
