NUPRC, NMDPRA, NIPC Join RMAFC Planning Committee for China Oil, Gas Summit

The Revenue Mobilisation Allocation and Fiscal Commission (RMAFC) has formally inaugurated a Planning Committee for a proposed Oil and Gas Investment Summit in China, with the Nigerian Upstream Petroleum Regulatory Commission (NUPRC), the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) and the Nigerian Investment Promotion Commission (NIPC) among the core agencies tasked with driving preparations.

Chaired by the federal commissioner for Anambra State and lead of RMAFC’s Investment Monitoring Committee, Hon. Ekene Enefe, the committee held its first meeting at the Commission’s Abuja headquarters, where RMAFC Chairman Dr. Mohammed Bello Shehu (represented at the session) emphasised the need for “strategic planning, effective coordination and strong institutional collaboration” to deliver a credible investment platform.

The Planning Committee brings together regulators, investment promoters and sector operators under a single coordination framework to prepare for the summit, which is tentatively scheduled for end-November 2026 in Beijing.

In addition to NUPRC, NMDPRA and NIPC, the committee includes: Federal Ministry of Industry, Trade and Investment; Oil and Gas Free Zone Authority (OGFZA); Nigeria–China Business Council and RMAFC’s Gas and Investment Department.

Federal Commissioner for Kogi State, Hon. Abdulaziz Idris King, and other members of the Investment Monitoring Committee also attended the inauguration.

Dr. Shehu charged the committee to develop a comprehensive framework for the Beijing event, identify and prioritise investment opportunities across the oil and gas value chain (with a focus on gas), coordinate stakeholder participation and facilitate strategic engagements with prospective Chinese investors and partners.

The summit is expected to feature business-to-business meetings, investment matchmaking, technical presentations and policy dialogue aimed at forging long-term partnerships and strengthening Nigeria–China cooperation in the sector.

RMAFC frames the China summit as part of its constitutional mandate to monitor federation account accruals and advise governments on ways to increase revenue, positioning the event as a tool to attract foreign capital, technology and expertise into Nigeria’s oil and gas industry.

By institutionalising a multi-agency planning structure that includes NUPRC, NMDPRA and NIPC, the Commission is seeking to align regulatory signals, investment promotion and project preparation so that Chinese interest can be converted into bankable deals, higher local content participation and improved revenue flows to the fedration account.
