Canada To Unveil 2027–2029 Immigration Targets in November

Canada is set to announce its Immigration Levels Plan for 2027–2029 in early November, with the new framework expected to determine the number of permanent residents and temporary residents the country will admit over the coming years.

The plan is expected to introduce, for the first time, a formal target for permanent resident admissions in 2029, while confirming or adjusting the indicative admission levels previously outlined for 2027 and 2028.

According to a post by Immigration News Canada on X on Thursday, the announcement will be closely monitored by prospective immigrants, international students and temporary foreign workers as Ottawa reviews the scale and structure of its immigration programme.

The publication noted that the timing of the announcement is governed by Canada’s Immigration and Refugee Protection Act.

“Under Section 94(1) of the Immigration and Refugee Protection Act, the Minister of Immigration, Refugees and Citizenship is required to table the annual immigration report containing the levels plan in each House of Parliament on or before November 1,” it stated.

It added that when Parliament is not sitting on November 1, the law allows the report to be presented within the next 30 sitting days.
“November 1, 2026 falls on a Sunday, meaning Parliament will not be sitting that day. The plan is therefore expected to be tabled when Parliament next sits, likely in the first few days of November,” the post added.

Canada’s current 2026–2028 Immigration Levels Plan was unveiled on November 5, 2025.

The new immigration framework comes amid the Canadian government’s efforts to reduce the number of temporary residents and bring population growth to a more manageable level.

However, recent comments by Prime Minister Mark Carney have added to speculation about the country’s future immigration direction.

In an interview with The New York Times reported on September 29, Carney said that Canada had brought its immigration system back under control and raised the prospect of a future “controlled increase” in population.

While the federal government has yet to disclose specific admission figures for 2027–2029, the Prime Minister’s remarks have increased attention on what the forthcoming plan could contain.
