The 2026 United States midterm elections have handed Democrats control of both chambers of Congress, setting the stage for a major political shift during the final two years of President Donald Trump’s second term.
With control of the House of Representatives and the Senate, Democrats will have greater powers to scrutinise the administration, challenge its policies and influence key government decisions.
Although Trump will retain his executive powers, the new congressional majority could make it more difficult for him to advance his agenda without opposition.
Here are five ways Democrats could make Trump’s final two years in office difficult.
1. Launch Investigations Into Trump’s Administration
One of the major powers Democrats will gain from controlling the House is the ability to lead congressional investigations into the president and his administration.
Democratic lawmakers could use congressional committees to investigate issues surrounding Trump’s business interests, possible conflicts of interest, the handling of the Jeffrey Epstein investigation, immigration enforcement and the activities of federal agencies, including the Department of Justice and the FBI.
Through these investigations, committees can summon government officials to testify, request documents and issue subpoenas to obtain information.
Officials who refuse to comply with congressional demands could face contempt proceedings, potentially increasing pressure on the administration.
2. Block Trump’s Legislative Agenda
Democratic control of both chambers could make it more difficult for Trump to secure congressional approval for his legislative priorities.
Lawmakers could oppose or prevent Republican-backed proposals from advancing while introducing their own bills on issues such as healthcare, immigration, tariffs and government spending.
3. Block Or Delay Trump’s Appointments
Democrats could also use their Senate majority to influence Trump’s appointments to key government positions.
Presidential nominations for Cabinet positions, federal judgeships and other senior government offices require Senate confirmation.
With control of the chamber, Democratic senators could reject nominees, delay confirmation proceedings or demand further scrutiny of candidates they consider unsuitable.
4. Use Government Funding And Budget Negotiations As Leverage
Control of Congress would give Democrats considerable influence over federal spending and government funding decisions.
They could use negotiations over annual appropriations, the federal budget and the debt ceiling to push for changes to Trump’s policies or demand restrictions on how government funds are spent.
Disagreements between Congress and the White House could also create the risk of a government shutdown if lawmakers fail to approve funding legislation before existing appropriations expire.
Such negotiations could become major political flashpoints, particularly where Democrats oppose the administration’s spending priorities.
5. Pursue Impeachment Proceedings
Another option available to Democrats is to initiate impeachment proceedings against Trump.
With a majority in the House of Representatives, Democrats could introduce articles of impeachment if they believe the president has committed offences that warrant removal from office.
However, impeachment by the House does not automatically remove a president. The Senate must conduct a trial, and conviction requires the support of at least two-thirds of senators present.
