Kaduna State Government said that emphasis will still be on Human Capital Development in the 2027 budget, with agriculture, health and education given priority in the Appropriation bill.
The Commissioner of Planning and Budget, Hon Muktar Ahmed Monrovia, made this known in his opening remarks at the 2027 Expenditure And Revenue Budget Defence on Wednesday.
Speaking on the proposed budget, the Commissioner maintained that next year’s budget will be a ‘’consolidation of what has happened in the last three and half years.’’
Hon Monrovia pointed out that although ‘’attention will still be on Human Capital Development, there is the latest entrant into the budget cycle, which is Early Child Development.’’
According to the Commissioner of Planning and Budget, the new budget line will strengthen Human Capital Development and will cater for children from 0 to 5 years.
He further said that Social Protection, security and infrastructural development will still be given priority in next year’s budget, in line with Governor Uba Sani’s government’s determining to secure Kaduna State and cater for the underserved.
The Commissioner noted that ‘’in the last three and half years, His Excellency has done much in the area of security and the policies and programmes will continue next year.’’
Hon Moronvia pointed out that this next year’s budget will be the fourth in the Governor Uba Sani administration and the last budget cycle of his first term.
Justifying why Agriculture will be given priority in the next budget, he said that a survey has shown that Kaduna State has more than one million out of the 42 million farming households in the country.
‘’That is why His Excellency has focused attention on Agriculture and in the last three years, he has distributed free fertilizers and improved seeds to smallholder farmers.
‘’The rural transformation agenda of the Governor is also aimed at connecting farms to markets. This will boost the local economy and reduce the rural-urban migration,’’ he argued.
