Civil Servants Must Obey Procurement Acts, Financial Regulations – Perm Sec

Permanent secretary in the Federal Ministry of Works, Mahmuda Mamman has challenged civil servants to adhere to civil service rules, financial regulations and Procurement Acts in their operations to enhance national development.

Mamman gave the admonition during a sensitisation workshop in Abuja yesterday which was organised for members of staff of the ministry by the Anti-corruption and Transparency Unit.

Represented by the director of Bridges and Designs, Engr. Omotayo Awosanya, the permanent secretary said the works ministry was critical to the growth and development of the nation.

He said road infrastructure is the bedrock of development hence, the ministry must ensure strict supervision for Nigerians to have value for money.

He said a large chunk of the federal government’s budget was dedicated to the works ministry hence, can’t afford to let Nigerians down.

The permanent secretary said the anti-corruption and transparency unit was key to ensuring adherence to principles enshrined in the books.

In his presentation, the head of training, BPE, Mr Mokulu Adesina, said public interest must be placed above personal interest in the procurement process.

He added that the procurement process must follow a procurement plan for it to be transparent.

He stressed that the principle of accountability must be obeyed for any procurement process.

The representative of ICPC, Mr Nurudeen Oladoja stressed the need for project management and evaluation to meet standards.

The deputy director/chair Anti-corruption and Transparency Unit, Barr. Sonny Inyang, said projects fail due to poor management.

He added that poor funding was responsible for the staggered nature of projects in Nigeria.
