Mosugu, Ex- Kwara Attorney-General Interprets 1999 Constitution In New Book

As part of his contribution to  help Nigerians and the judiciary in particular,  have proper interpretation and application of certain aspects and statutes’ of the Nigerian law, a Senior Advocate of Nigeria (SAN), and a former Attorney -General / commissioner for Justice in the old Kwara State, S. E. Mosugu  ,has gone the extra mile to  interpret  the loopholes as well as the ambiguities language of statues of the constitution 1999 Constitution.

Mosugu who gave a comprehensive interpretation of the 1999 Constitution , the structure of the country , the powers and functions of the government , the rights and duties as well as the remedies for the constitutional acts, clarified fundamental chapters in the 1999 constitution of the Federal Republic of Nigeria (as amended) which has continued to dominate public discourse in his new book titled; “The Interpretation of the Constitution of the Federal Republic Of Nigeria 1999 (As Amended), 1999 – 2019.”

The renown legal luminary said the interpretation could not have come at a better time, considering the fact that the nation’s constitution which has many words, sections, chapters and lines requires outright interpretation.

Reading through the book, one is thrilled about the dexterity and expertise with which every issue is treated with references to decided cases which further reinforces the points being made.

He said, “I picked on Fundamental, which is the highest adjective in the whole Constitution, so we would not just hear the word fundamental, they should know it is a serious thing they are talking about. What made me to write this book is God. God is in the constitution at the beginning and at the end. It is the very last word in the whole constitution. When I hear “So Help me God,”

Chairman of the occasion and Senior Advocate of Nigeria, Chief Adegboyega Awomolo, described Chief Mosugu as a responsible teacher who taught him how to vet before proceeding to court.

Speaking about the book, Awomolo said, “I have read the book, and I can see a lot of things to learn from. Law is dynamic, there’s nothing particularly static. If we say because something has not been done before, it cannot be done, then your living in the past. Human beings are changing, technology is here with us. Even now we have lawyers without borders. We now also have robotic legal advisers, so things are changing. He is a profound writer, and so we are here and happy to celebrate him today.

Former president, Nigerian Bar Association and SAN, J. B. Dauda SAN, who reviewed the book acknowledged the “ecclesiastical constitutionalism” which the author in his wisdom employed to describe his thoughts in the book.  “This phrase significates the debt and ingenuity of the author in putting together this laudable piece.”

He commended the incisiveness of the book in examining different cases, saying it very impressive.  “The author probed widely and deeply with revealing effect.  Also, very outstanding from the book is that it is marked by clarity of writing and simplicity of the exposition, while the different cases considered was done painstakingly.”

DAUDA who  congratulated MOSUGU  for putting together the unique masterpiece and which further described as a book of high standard, an indispensable reference to legal practitioners, policymakers, lawmakers law students, the bench and other legal enthusiasts, added that by accepted standards, a book reviewer is not only expected to present the good side of a book but must also objectively identify the flaws and gaps in the book if any.

Among those who graced the attended event are; His Royal Highness, David Akande, Otaru Idu/Akdubane, Ogori, the chief launcher, Mr. Jamiu Abiola, His Royal Majesty, Ata Igala, Dr Mathew Alaji Opaluwa as Royal Father of the day and many others.
