Abia State Civil Service has placed a bar on promotion of non-professional administrative and executive (general duties) officers in the service.

The head of service, Ngozi Obioma, stated this at a meeting with the Chartered Institute of Personnel Management and the administrative and executive (general duties) officers in her office in Umuahia, the capital.

Obioma said this followed circular No. HCSF/SPSO/ODD/CND/100/S.I/195 from office of head of service of the federation dated March 21, 2024, which the state had adopted.

She explained that such officers on salary grade levels 10-13 going for promotions/conversions from 2025 without professional certificates will no longer exceed Grade Level 13.

Represented by the director of the Bureau of Administration and Career Management in the ministry, Kingsley Ibelegbu, she urged the officers to acquire the certificate to ensure their promotion.

In a remark, the institute’s national treasurer, Ogochukwu Egbuonu, said they were in the state to sensitise the officers on the need for them to equip themselves with the certificate.

Similarly, the director of membership and marketing development, Olutayo Olawale, said the institute’s essence was to ensure quality service delivery by the members.
