Of course any volunteer would be stunned! After all, he is offering free help, development, that’s good for the people right? So, why should he have to pay for it? Confusing right? Then it gets even more twisted Qand do you know why? It’s because of the reasons behind this dubious act. The man in charge of that area is expecting a fat contract, not only that, but a fat contract that he would benefit from. Once the contract comes, he gets his share from the contractor, and this is after the contractor has already given out a chunk to the awarder of the contract.
