The announcement was made by Dr. Hafiz Ibrahim, Special Adviser to the Katsina State Governor on Power and Energy, during the 2025 edition of the National Council on Power (NACOP), which was held from May 26 to 30 in Maiduguri, Borno State.

Dr Ahmed, a delegate at the “Strengthening Subnational Collaboration” session, revealed that the concession reflects the Federal Government’s confidence in Katsina’s ability to manage and expand renewable energy infrastructure under Governor Malam Dikko Umaru Radda’s leadership.

“This concession is a landmark move that underscores the importance of state-level leadership in power innovation,” Dr. Ahmed stated.

During his remarks, Dr. Ahmed called for stronger collaboration among subnational governments, the Transmission Company of Nigeria (TCN), Distribution Companies (DisCos), and neighbouring states to improve grid reliability and electricity access.

He also proposed the formation of a Joint Regulatory Commission for states under the same DisCo, which would harmonise policies and remove bureaucratic bottlenecks.

Recognizing the role of gas in Nigeria’s energy mix, Dr. Ahmed advocated for the inclusion of the Federal Ministry of Petroleum Resources (Gas) and Gas Supply Companies (GASCOs) in future council engagements, noting that more than 80 per cent of Nigeria’s electricity is generated through gas.

In his address, Minister of Power, Chief Adebayo Adelabu, commended Katsina State’s progress in the renewable energy sector, especially its achievements in solar energy deployment.

He attributed the decision to concession the wind farm to the Radda administration’s commitment to sustainable power solutions.

“Governor Radda’s visionary leadership in renewable energy is a model for other states to emulate,” Chief Adelabu said. “Katsina is setting the pubnational energy innovation.”

The Lambar Rimi Wind Farm in northern Katsina is one of Nigeria’s pioneering wind power projects and is strategically important for the state’s energy diversification goals.

The National Council on Power brought together power stakeholders, industry experts, and key stakeholders to shape the future of Nigeria’s power sector through discussions on generation, transmission, regulation, and sustainable energy pathways.

With the wind farm concession now underway, Katsina State is poised to take full advantage of this opportunity to expand its clean energy capacity and contribute to national energy security.
