Lagos Declares 176 Estates Illegal, Threatens Sanctions

The Lagos State Government has declared 176 housing estates across Eti-Osa, Ajah, Ibeju-Lekki, Epe, and other parts of the state, as illegal for failing to obtain the mandatory layout approvals required for estate development.

This was disclosed in a statement issued on Monday, August 4, 2025, by the Ministry of Physical Planning and Urban Development.

The government has consequently issued a 21-day ultimatum to the affected estate developers to begin the process of regularising their documentation or face sanctions, including possible enforcement actions.

According to the Permanent Secretary of the Office of Physical Planning, Engr. Oluwole Sotire, the illegal estates were in breach of the state’s planning laws and posed a threat to Lagos’ sustainable development goals and the implementation of the T.H.E.M.E.S+ Agenda, a policy blueprint focused on building a resilient and smart city.

“These estates have compromised the sustainable development ethos of the Lagos State Government by operating without approved layouts,” Sotire stated, adding that the listed developments undermined the state’s urban planning framework.

Some of the affected estates include Adron Homes in Elerangbe, Aina Gold Estate in Okun-Folu, Diamond Estate in Eputu, Prime Water View Garden in Ikate Elegushi, and Royal View Estate in Ikota, among others.

The ministry also warned that it would not tolerate unauthorised developments and reiterated that all developers must submit relevant documents to the ministry’s office at the Secretariat, Alausa, Ikeja, within the stipulated 21-day period.

Sotire also urged real estate practitioners to register with the Lagos State Real Estate Regulatory Authority (LASRERA), which oversees the coordination and regulation of real estate operations across the state.
