JUST-IN: Kano Government Issues Executive Order To Stop Ganduje’s Proposed Hisbah Group

The Kano State Government has formally proscribed the proposed Independent Hisbah Fisabilillahi being put up by a former governor of the State, issuing an Executive Order that outlaws the formation, recruitment and operation of any parallel Hisbah structure in the state.

The Commissioner for Information and Internal Affairs announced the development during a press briefing in Kano on Friday evening, saying Governor Abba Yusuf signed the order to safeguard public order and protect the statutory mandate of the Kano State Hisbah Board.

According to the order, the state government expressed concern over certain individuals and groups allegedly mobilising and recruiting persons into the unapproved outfit, a move officials described as unlawful and capable of undermining the state’s security framework.

The Executive Order — titled ‘Kano State Government (Prohibition of the Independent Hisbah Fisabilillahi) Order 2025’ — declared the proposed group illegal, stressing that the State Hisbah Board remained the only body legally empowered to coordinate Hisbah-related activities in the state.

“It shall not be lawful for any person or group to recruit, assemble, mobilise, train or deploy persons for the purpose of operating a parallel Hisbah or similar enforcement outfit,” the order states. It further emphasises that any act done in furtherance of such a body is “unlawful, illegal and void.”

The government also directed all security agencies — including the Nigeria Police, DSS and NSCDC — to investigate sponsors and organisers of the proscribed group, halt all ongoing recruitment or mobilisation, and take lawful steps to prevent any breach of the peace.

While urging individuals already recruited in the group to immediately disengage and report to the nearest security agency or Hisbah office, the government also warned members of the public against participating, supporting or affiliation with the Independent Hisbah Fisabilillahi, saying that will constitutes a violation of state laws.

The order prescribes prosecution for offenders under existing laws, covering offences such as unlawful assembly, impersonation of lawful authorities, and establishing unauthorised enforcement groups.

According to the government, the Executive Order came into effect immediately and is to be gazetted without delay.
