Katsina Govt Approves Peace Building Committee NGO Recruitment Policy

The Katsina State Executive Council has approved key policy decisions aimed at strengthening peace and security, improving governance, fostering partnerships with development organizations, and addressing power supply challenges across the state.

The approvals were granted  during the 3rd Regular Meeting of the State Executive Council for 2026, held at the Council Chamber of the General Muhammadu Buhari House, Katsina, and presided over by Governor Malam Dikko Umaru Radda.

Briefing journalists after the meeting, the Commissioner for Information and Culture, Dr. Bala Salisu Zango, said the decisions underscore the administration’s commitment to inclusive governance, youth empowerment, and sustainable development.

Providing further details, the Head of Civil Service, Alhaji Falalu Bawale, disclosed that the Council approved the implementation of recommendations from the High-Level Consultation on Security and Governance convened by the Governor.

According to him, the recommendations, submitted by prominent stakeholders from across the state, offer a clear roadmap for peace, prosperity, and sustainable development in Katsina State.

He added that the Council also approved the establishment of a Peace-Building Committee in line with the report, noting that the full document would be made available to the media for detailed review.

On development partnerships, the Executive Secretary of the Katsina State Development Management Board, Dr. Mustapha Shehu, announced the approval of a new recruitment and operational policy for local and international non-governmental organizations operating in the state.

He explained that the policy is designed to promote transparent, equitable, and inclusive recruitment practices, with priority given to qualified citizens and residents of Katsina State. The guidelines also provide for structured coordination between NGOs, international development organizations, and the State Development Management Board.

Dr. Shehu noted that all organizations would be required to comply with civil service rules under the supervision of the Head of Civil Service, a move aimed at guaranteeing fair employment opportunities for youths, strengthening institutional capacity, and promoting sustainability and job creation.

He further revealed that the Council reaffirmed its commitment to capacity building within the civil service, with plans to review training programmes to ensure effectiveness, value for money, and long-term impact across Ministries, Departments, and Agencies.

In the energy sector, the Special Adviser on Power and Energy, Mr. Hafiz Ahmed, disclosed that the Council approved the installation of a 500 kilowatt-peak solar photovoltaic array alongside a 2 megawatt-hour battery energy storage system for public buildings.

He said the initiative would enhance off-grid operations, improve energy security, reduce operational costs, and guarantee uninterrupted power supply for critical government facilities.

The Council reiterated that all the approved measures align with Governor Radda’s vision of citizen-centred governance, local capacity development, sustainable energy solutions, and improved social service delivery for the people of Katsina State.
