Katsina State Governor, Dikko Umaru Radda, has unveiled a comprehensive urban master plan aimed at transforming the state’s cities through structured land use, improved infrastructure, and modern development controls.

Addressing stakeholders at the official launch of the plan held at the Government House, Katsina, the governor described the initiative as a decisive step toward managing rapid urbanisation, strengthening economic growth, and enhancing residents’ quality of life.

He said the plan, which is for Katsina, Daura and Funtua, would provide a long-term framework to guide physical development across urban centres over the next 15 years.

Governor Radda emphasised that the master plan was not intended to remain a theoretical policy document but a practical blueprint already being implemented.

According to him, the strategy focuses on optimising public land utilisation, improving access to social amenities, and ensuring coordinated growth aligned with national development priorities.

“This master plan represents our collective vision for sustainable and inclusive cities. We are building communities that are functional, economically vibrant, and capable of meeting the needs of future generations”, he said.

As part of the reforms, the governor announced the formal designation of planning areas covering entire local government zones and strategic development corridors.

The move, he noted, will enhance development control, curb unregulated land transformation, and provide clarity for investors and developers.

Governor Radda also disclosed that more than 40 planning officials have been mobilised to support implementation, backed by what he described as one of the most significant budgetary commitments to urban planning in the state’s history.

He further revealed plans for a digital land administration and development control system designed to improve transparency, efficiency, and regulatory compliance.

The system is expected to streamline approvals, strengthen monitoring, and reduce disputes related to land use.

Highlighting the broader impact of the initiative, the governor said the reforms would boost investor confidence, modernise urban infrastructure, and foster environmentally sustainable growth.

Governor Radda expressed appreciation to the Katsina State Ministry of Lands and Physical Planning for its technical leadership and urged residents, institutions, and private developers to support the enforcement of the new planning regulations.

“With a clear framework and disciplined implementation, Katsina is positioning itself for orderly growth and long-term prosperity,” he added.
