In a landmark decision, FIFA has announced a significant amendment to its Governance Regulations, enabling Afghan female footballers to represent their country in official international matches. This move, approved by the FIFA Council, is set to allow players, including those from the FIFA-funded Afghan Women United squad, to compete in FIFA competitions.
The historic reform grants the FIFA Council the authority to establish and approve the registration of national or representative teams under exceptional circumstances, particularly when a Member Association is unable to do so. This aims to prevent players from being excluded from international football due to factors beyond their control, upholding FIFA’s principles of universality, inclusion, and non-discrimination.
FIFA President Gianni Infantino hailed the decision as a “powerful and unprecedented step in world sport.” He stated, “FIFA has listened to these players as part of its responsibility to protect the right of every girl and woman to play football and to represent who they are. By enabling Afghan women to compete for their country in official matches, we are turning principles into action.”
This reform builds upon the FIFA Strategy for Action for Afghan Women’s Football, endorsed last year, and the establishment of Afghan Women United, which has provided playing opportunities for Afghan women living outside the country.
Nadia Nadim, a Danish international born in Afghanistan, welcomed the decision, remarking, “This decision recognises Afghan women footballers not as victims of circumstance, but as elite players with the right to compete, be seen and be respected.” Former Afghanistan captain Khalida Popal added that the move provides “identity, dignity and hope” for the players.
Andrea Florence, Executive Director of the Sport & Rights Alliance, described the reform as setting “a global precedent,” demonstrating that governing bodies can adapt rules to protect human rights.
FIFA will now lead the implementation process, providing full operational, human, and financial support to ensure a safe, professional, and sustainable pathway to official competition for these players. Support packages for Afghan Women United players will continue for up to two years during this transition. The team’s next training camp is scheduled for 1st to 9th June in New Zealand, where they will play against the Cook Islands.
