2027: INEC To Introduce Downloadable PVCs, Full Online Voter Registration

The Independent National Electoral Commission (INEC) is set to introduce downloadable Permanent Voter Cards (PVCs) and a fully online voter registration system ahead of the 2027 general elections.

This is part of the efforts to deepen electoral participation and leverage technology to improve Nigeria’s democratic process.

INEC Chairman, Prof. Joash Amupitan, SAN, disclosed this in Abuja while receiving the Director-General of the National Orientation Agency (NOA), Mallam Lanre Issa-Onilu, and his delegation during a courtesy visit to the Commission’s headquarters in Abuja.

The visit provided an opportunity for both institutions to strengthen collaboration on voter education, civic enlightenment and community mobilisation ahead of the 2027 general elections.

According to the INEC chairman, the commission plans to deploy digital innovations that will enable eligible Nigerians to complete voter registration processes online and obtain downloadable versions of their PVCs.

He said the initiative forms part of broader electoral reforms aimed at making voter registration more accessible, efficient and inclusive, particularly for young people, persons with disabilities, students and citizens who frequently relocate across the country.

The proposed system is expected to eliminate many of the challenges associated with the production, distribution and collection of physical PVCs, while also reducing the huge number of unclaimed cards recorded after previous elections.

Under the arrangement, voters who lose or damage their physical cards will be able to access secure digital copies through designated online platforms.

However, voter accreditation on election day will continue to rely on biometric verification through the Bimodal Voter Accreditation System (BVAS) to safeguard the integrity of the electoral process.

The move also represents a significant shift from the current voter registration framework, which permits online pre-registration but still requires applicants to appear physically at registration centres for biometric capture and validation.

Political analysts and civil society organisations have welcomed the proposed reforms, describing them as a major step towards modernising Nigeria’s electoral system and reducing voter apathy, especially among first-time voters.

They, however, urged the commission to put in place robust cybersecurity measures, adequate data protection mechanisms and extensive public awareness campaigns to prevent abuse and maintain public confidence in the digital process.

During the meeting, INEC and the NOA reaffirmed their commitment to deepening democracy through sustained voter education and grassroots mobilisation.

The two agencies agreed to work closely in taking electoral enlightenment campaigns to communities across the country ahead of the 2027 polls.

Observers believe that successful implementation of downloadable PVCs and a fully digital voter registration system could place Nigeria among leading African democracies embracing technology to expand participation and strengthen electoral credibility.

INEC is expected to release comprehensive guidelines, operational procedures and security protocols for the initiative before the commencement of nationwide voter registration activities in preparation for the 2027 general elections.
