The Kebbi State House of Assembly has passed the Medium-Term Expenditure Framework (MTEF) and Fiscal Strategy Paper (FSP) into law to guide government spending and prevent reckless expenditure by the executive arm of government.

The bill, forwarded to the Assembly by Governor Nasir Idris, was passed on Tuesday following the presentation of a report by the joint committees on Finance and Appropriation, and Budget Monitoring, Economic Planning and Due Process.

The sitting was presided over by the Speaker, Rt. Hon. Salihu Maikasuwa Dangoje.

Presenting the report, a member of the joint committees, Adamu Mohammed Birnin Yauri, said the framework would guide the preparation of annual budget estimates and ensure consistency with the state’s development plans.

He said it also emphasised the need to maximise available and potential economic opportunities while prioritising people-oriented programmes and projects.

According to him, the bill complies with established public financial management laws, including the 1999 Constitution, as amended, and relevant Kebbi State legislation.

These include the Kebbi State Financial Management Law 2017, which provides for the control and management of public finances; the Kebbi State Fiscal Responsibility (Revised) Law 2021; the Kebbi State Public Procurement Law 2021; and the Kebbi State Audit Law 2020.

Birnin Yauri added that the framework takes prevailing global economic indicators and Nigeria’s economic conditions into account to ensure that fiscal planning responds to domestic and international developments.

He said the MTEF and FSP would provide realistic projections for the 2027–2031 medium-term expenditure period, taking into consideration prevailing global and domestic economic conditions and efforts to intensify internally generated revenue.

The House is expected to transmit the bill to Governor Idris for assent.
