The Democratic Party’s victory in the November 3, United States midterm elections has handed President Donald Trump a major political setback, with the party securing control of both the Senate and the House of Representatives for the first time in years.

The victory followed significant Democratic gains in traditionally Republican strongholds, including Texas, Kansas, Iowa, South Carolina and North Carolina, as voters expressed frustration over the rising cost of living, Trump’s tariff policies and the ongoing war with Iran.

According to the Associated Press, Democrats secured the 218 seats required for a House majority and won 54 seats in the 100-member Senate, with two other races still outstanding at the time of reporting.

The outcome marks the first time since former President Barack Obama’s second term that an incumbent president will begin a new Congress without control of either chamber.

With the new Congress expected to assume office on January 3, 2027, Democrats will have greater powers to investigate the Trump administration, block presidential appointments, influence legislation and challenge his foreign policy decisions.

However, exercising these powers could prove difficult, particularly where presidential vetoes and Republican opposition stand in their way.

Here are seven possible consequences of Democrats taking control of Congress.

1. Increased Investigations Into Trump’s Administration

One of the immediate consequences of Democratic control of Congress will be increased investigations into Trump’s administration, family, business interests and political allies.

Control of Senate committees gives Democrats the authority to launch investigations, demand government documents and summon witnesses to testify.

Democratic lawmakers have already indicated their intention to use these powers to investigate alleged corruption, immigration enforcement, government spending and the administration’s handling of the Iran war.

Senator Richard Blumenthal, currently the ranking Democrat on the Senate’s Permanent Subcommittee on Investigations, is expected to become its chairman following the party’s victory.

In September, Blumenthal told Reuters that Democrats would use their congressional majority to scrutinise the administration.

“We will use our subpoena power, absolutely,” he said.

Democrats are also expected to investigate Trump’s expanding family business interests, which reportedly include cryptocurrency, drones, artificial intelligence and prediction markets.

Financial disclosure forms released this year estimated that Trump’s personal wealth had increased by $2.2bn.

However, investigations could face resistance from administration officials who may challenge congressional subpoenas in court, delaying proceedings.

2. Trump’s Legislative Agenda Could Face Major Setbacks

Democratic control of both chambers means Trump will face greater difficulty passing his legislative proposals during the remaining two years of his presidency.

Both the House and Senate must approve legislation before it can be presented to the president for assent.

Democrats could reject, delay or demand changes to Trump’s proposals, particularly those relating to immigration, taxation, trade and government spending.

The president has already signalled his readiness to use his veto power against legislation he opposes.

Speaking on a podcast ahead of the election, Trump said: “I’ll veto everything.”

Although Congress can override a presidential veto, Democrats would need a two-thirds majority in both chambers, requiring support from some Republican lawmakers.

The new political arrangement is therefore expected to produce intense negotiations between the White House and Democratic congressional leaders.

3. Democrats Could Block Trump’s Judicial And Government Appointments

Control of the Senate gives Democrats the power to determine whether Trump’s nominees for key government positions are confirmed.

The Senate is constitutionally responsible for approving presidential appointments, including cabinet members, ambassadors and federal judges.

With a Democratic majority, Trump could encounter resistance when seeking confirmation for nominees to these positions.

The development could become particularly significant if a vacancy arises at the US Supreme Court during the remaining period of his presidency.

Democrats could block or delay the confirmation of any nominee they consider unsuitable, limiting Trump’s ability to shape the federal judiciary.

The power also gives the party greater influence over appointments to other important government institutions.

4. Democrats Could Increase Pressure To End The Iran War

The ongoing US-Israel war on Iran was one of the major issues that shaped the midterm elections.

Democrats campaigned on ending the conflict, which has contributed to rising fuel prices and increased economic pressure on American households.

Although congressional control will not automatically end the war, Democrats could use their legislative and oversight powers to pressure Trump to change course.

One option is to restrict additional funding for military operations.

While the administration can continue using money already approved for military activities, Democrats could block or delay requests for further funding.

Democrats could also investigate the administration’s military decisions and whether its actions complied with the law.

5. Democrats Could Push Measures To Reduce Cost Of Living

The rising cost of living was a major concern among American voters during the election campaign.

Democrats blamed Trump’s tariff policies and the war with Iran for increasing the prices of fuel and other essential goods.

With control of Congress, the party could push for policies aimed at reducing household expenses, including healthcare costs, insurance premiums and energy prices.

Economist Dean Baker, co-founder of the Center for Economic and Policy Research, said ending the war with Iran could help ease pressure on fuel prices.

Since the conflict began in February, Iran has restricted commercial traffic through the Strait of Hormuz, a major route for global fuel and fertiliser trade.

Democrats could also push to restore enhanced Affordable Care Act subsidies, which expired in 2025, leaving many Americans facing higher health insurance premiums.

They could further seek to reverse cuts to Medicaid, the government healthcare programme for low-income Americans.

Another option is to challenge Trump’s tariffs, although reversing the measures would require congressional approval and could face a presidential veto.

Democrats could also use their control of Senate committees to investigate companies over rising grocery prices, rents and electricity bills.

6. Greater Checks On Trump’s Presidential Powers

Democratic control of Congress is expected to strengthen legislative oversight of the president and create a more confrontational relationship between the White House and lawmakers.

Congress has constitutional responsibilities to oversee government activities, approve spending and ensure that the executive branch operates within the law.

With control of both chambers, Democrats could use public hearings, investigations and legislative measures to scrutinise Trump’s decisions.

The party could also consider impeachment proceedings if investigations uncover evidence of serious wrongdoing.

Under the US Constitution, the House of Representatives has the power to impeach a president, while the Senate conducts the trial and decides whether to remove the president from office.

Trump was impeached twice during his first presidency, in 2019 and 2021, but the Senate acquitted him on both occasions.

However, impeachment does not automatically result in removal from office. A conviction requires a two-thirds majority of senators present.

Democrats’ new congressional majority could therefore increase pressure on the president, although removing him would remain a difficult political and constitutional process.

7. Trump’s Political Influence Could Weaken Ahead Of 2028

The Democratic victory could weaken Trump’s political influence and accelerate the emergence of potential Republican successors ahead of the 2028 presidential election.

Trump is constitutionally barred from seeking a third term, making the next presidential election an important period for political realignment within the Republican Party.

Losing control of both chambers could intensify divisions among Republicans over Trump’s leadership, electoral strategy and the party’s future direction.

The election also demonstrated that Democrats could win in traditionally Republican states and constituencies that strongly supported Trump in 2024.

Among the historic victories was the election of James Talarico in Texas, marking the first time in 32 years that a Democrat won a statewide race in the state.

Adam Hamilton also became the first Democrat elected to the Senate from Kansas since 1932.

In Michigan, Abdul El-Sayed became the first Muslim elected to the US Senate.

Addressing supporters after his victory, El-Sayed said: “You chose hate, and Michigan chose hope.”

The election also produced historic gubernatorial victories, including Keisha Lance Bottoms becoming the first Black woman elected governor of a US state.

However, Democrats will face pressure to translate their electoral gains into policies that improve living conditions, particularly as economic concerns remain central to American voters.

Democratic Senator Sheldon Whitehouse cautioned that investigations into Trump should not distract the party from addressing everyday economic challenges.

“We just have to be thoughtful and strategic about where investigative work goes and not allow that to distract us from solving fairly immediate cost problems that American families feel,” he told The Hill.

Ultimately, Democrats’ control of Congress presents an opportunity to challenge Trump’s policies and reshape American politics before the 2028 presidential election.

However, their ability to deliver on campaign promises will depend on how effectively they use their new powers, secure bipartisan support and navigate the president’s veto authority.
