Adamawa Ranked Fourth Among Top Performing States In Nigeria’s 2025 Performance Index

Adamawa State has emerged fourth among the top 10 best-performing states in Nigeria, according to the 2025 State Performance Index (pSPI) released by Phillips Consulting.

The annual assessment evaluates the performance of Nigeria’s 36 states across key governance and development indicators, providing a comprehensive measure of how effectively state governments are delivering on their mandates.

According to the report, Lagos State retained its position as the nation’s leading state, earning a prestigious five-star rating for its outstanding performance. Ogun State followed in second place with a four-star rating, while Kaduna State secured the third position, also with a four-star rating.

Adamawa State recorded an impressive performance by ranking fourth nationally and earning a four-star rating, further underscoring its growing reputation in governance, infrastructure development, and service delivery.

Phillips Consulting stated that the ranking was based on a balanced methodology, with 70 percent of the assessment derived from objective indicators such as audited financial statements, infrastructure delivery, fiscal sustainability, and service delivery outcomes.

 

The remaining 30 percent was drawn from a nationwide citizen perception survey designed to capture public opinion on government performance and accountability.

The 2025 edition introduced a new five-star rating system aimed at providing a clearer representation of state performance across the federation. The Federal Capital Territory (FCT) was excluded from the ranking due to the absence of published audited financial reports.

The report highlights the growing importance of transparency, fiscal responsibility, infrastructure development, and citizen-focused governance as critical benchmarks for measuring state performance across Nigeria.
