Aig-Imoukhuede Foundation, Others Lead Policy Skills For Civil Service Training

The Aig-Imoukhuede Foundation, in partnership with the Office of the Head of the Civil Service of the Federation (OHCSF) and the Oil Producers Trade Section (OPTS), has launched the second edition of its Federal Civil Service Directors’ Training Programme.

The event brought together senior government officials, private sector leaders and development partners in Abuja, yesterday.

At the opening ceremony, the director of Programmes at the Foundation, Chioma Njoku, described civil service directors as “the architects of policy within the civil service.”

Njoku explained that the programme is aimed at equipping Federal Civil Service Directors with advanced skills to lead a more effective and citizen-centred government.

She said, “Building on the success of the 2024 edition, which focused on project management, communication, and leadership skills, this year’s training programme zeroes in on a critical competency: effective policy writing and policy review.”

According to her, civil Service Directors are at the heart of this process, and the programme will empower them to develop, review and evaluate policies that are not only well-intentioned but also practical, evidence-based, and impactful.

She said, this programme will give directors the skills to effectively manage the entire policy lifecycle from conceptualisation to review within Nigeria’s unique public sector context, she said.

“Directors are the architects of policy within the Civil Service. When they have the tools to develop clear, evidence-based, and people-focused policies, the results are seen in better governance, more efficient service delivery, and tangible improvements in citizens’ lives. This programme is an investment in Nigeria’s future,” she added.

The programme will combine practical techniques in drafting and reviewing policies with real-world case studies that show how stronger policy skills can lead to transformative outcomes, such as streamlined regulations that help local businesses grow, or health policies that ensure essential supplies reach clinics on time, she said.

Meanwhile, vice chairperson, OPTS HR Subcommittee, Mrs. Eluemuno Olumagin, noted the importance of a strong Civil Service to national prosperity, saying: “A strong and efficient Civil Service is the foundation for a stable and prosperous Nigeria.”

Olumagin said, “for us in the private sector, this isn’t just a government matter; it directly affects the environment in which we operate, invest, and create jobs. By funding and partnering on this programme, we are investing in capable public leaders whose strategic decisions can unlock growth, foster stability, and improve life for millions of Nigerians.”

“By targeting the development of strong, practical policy skills among senior Civil Service leaders, this will close the gap between government intentions and the everyday realities of the citizens it serves, building a Civil Service that is more accountable, responsive, and results-driven”, she concluded.
