In a move to commence the implementation of L-PRES planned activities, the Bauchi State commissioner for Livestock Development, Dr Bala Musa Lukshi, has urged bidders participating in the tender process to accept the evaluation outcome in good faith.He said in every competition, there must be winners and losers.
Lukshi made the appeal during the bid opening ceremony for the construction of an Artificial Insemination Centre and a Farmer Field School at the College of Agriculture, Bauchi, yesterday, at the L-PRES Conference Hall.
The commissioner emphasised the importance of accuracy and consistency in figures and wording when responding to bid requests, describing it as a critical standard for transparency and fairness.
He expressed appreciation to all contractors for their interest in partnering with the Livestock Productivity and Resilience Support (L-PRES) Project, and commended their commitment to supporting the state’s livestock development agenda.
According to him, Governor Bala Mohammed has placed a high priority on the livestock sector, which prompted his approval for Bauchi State’s participation in the World Bank-assisted L-PRES project.
He further revealed that the governor had not only met all the mandatory eligibility criteria but also approved counterpart funding of N20 million annually for three consecutive years, a move he described as “unprecedented and commendable.”
The commissioner thanked the L-PRES team for successfully organising a transparent and orderly bid opening session.
For his part, the state project coordinator, Musa Adamu One, appreciated the commissioner for attending the session and reaffirmed the team’s commitment to transparency and due process.
He announced that an evaluation committee would be immediately constituted, after which the successful bidder would be formally notified.
Musa also urged all participants not to view the process as a “do-or-die affair,” emphasising that only one winner would emerge at the end, in line with the project’s procedures.
The statement was issued by Mohammed Danladi Abdul, the Communication Officer of Bauchi L-PRES Project. He said during the exercise, the L-PRES project procurement officer, Malam Umar Nuhu, explained that the submission of bids closed promptly at 11:30 a.m., with a timekeeper appointed from among the bidders to ensure fairness.
He read out the names of companies that submitted bids, including the quoted amounts and their bid securities from both microfinance and commercial banks.
He also acknowledged one late submission, appreciating the bidder’s interest despite the delay.
The procurement officer was assisted by Malam Bala, the procurement officer of the AGILE Project, along with other L-PRES staff.
A representative of the bidders commended the L-PRES team for conducting a transparent, timely, and credible process.
