Bauchi Reaffirms Commitment To Open Government Partnership

Bauchi State commissioner for Budget, Economic Planning and Multilateral Coordination, Hajiya Amina Muhammad Katagum, has said the second phase of the State Action Plan (SAP II) under the Open Government Partnership (OGP) 2026-2028 will focus on policies that promote equitable access to basic services, including education, health, water and sanitation.

Speaking at Yamir Hotels and Suites, the commissioner explained that SAP II also prioritised strengthening social protection systems and advancing gender-responsive governance to build public trust and reinforce the relationship between government and citizens.

Amina Katagum noted that if the three-year action plan is effectively reviewed, developed, implemented and sustained, it will significantly enhance service delivery and deepen democratic governance across Bauchi State.

She recalled that since joining the OGP in 2022, Bauchi State has shown strong commitment to reforms in access to information and citizen participation. As part of efforts to broaden citizen engagement in the budgeting process, the ministry, working with development partners, introduced the Community Charter of Demand, a platform that enables communities to articulate their needs and priorities for possible inclusion in the state’s annual budget.

In addition, the ministry conducts Budget Public Consultations that bring together diverse stakeholder groups, including persons with disabilities, traditional and religious leaders, traders, artisans and women’s groups. These engagements, she said, ensure inclusive, broad-based participation in the budget formulation process.
