Behind Isma’il Yusuf’s Pleas

From early on, the National Hajj Commission of Nigeria had been a thorn in the flesh of President Bola Tinubu’s administration, going through three chairmen in three years.

The president then turned to a retired diplomat. Publicly available records suggest Amb. Isma’il Abba Yusuf was a career diplomat and as an ambassador, has the experience of serving in a national security position.

And the challenge Yusuf faces in managing NAHCON at this moment ranks that high. Just over a week ago, he reported that the commission requested that Saudi Arabian authorities increase Nigeria’s quota of 50,000 pilgrims for next year, but was rebuffed.

Saudi authorities review Hajj quotas every year. So, the rejection could have been administrative. The kingdom rarely uses the pilgrimage as a diplomatic tool unless there is a serious security breach.

Still, President Tinubu needs to ascertain whether the rejection was administrative or has broader implications bordering on Nigeria’s foreign policy. And Amb. Yusuf needs to know what he is up against.

But what is the link between Nigeria’s Hajj quota, Saudi Arabia’s regional interest, and President Tinubu’s foreign policy?

It goes back to an April 2026 $5bn loan agreement with First Abu Dhabi Bank, which the IMF strenuously warned Nigeria against taking because of risks and opaque terms, and the experience of other countries.

What the IMF didn’t say publicly is that these types of loans have strings attached. And the strings are not about removing subsidies or embarking on tax reforms. They are national security-related.

True to fears, Nigeria joined the International Energy Agency in July 2026. Whether it was a sovereign decision is up for debate.

This was followed by daily reports of Nigeria exceeding its OPEC-approved quota, all orchestrated. What was really happening was that President Tinubu had inserted himself in a feud between brothers.

The breakup of OPEC has always been an imperial goal. It helps stabilise prices, much like Ghana and the Ivory Coast are teaming up to secure a fair price for cocoa. The rest of Africa is also catching on.

Yet the president did not go as far as redrawing from OPEC, as the Emirates would have preferred. But it went far enough for the Kingdom to notice.

And on multiple fronts, Crown Prince Mohammed Bin Salman has shown an extraordinary level of forbearance over the last six months.

All of this brings us back to the Hajj quota and whether authorities in the Kingdom made a simple administrative decision. It’s still a test on governance in Nigeria.

But to understand what Nigeria has entangled itself in, there is a 3 July 2019, Reuters publication titled “Special Report: Abandoned By The UAE, Sudan’s Bashir Was Destined To Fall.”

From the beginning to the end, the report reads like an action movie and describes what happens when a client state decides to go back on its commitments.
