The Borno State acting governor, Dr Umar Usman Kadafur, on Tuesday, signed the 2026 appropriation Bill of N892, 411 billion into law.
LEADERSHIP reports that the 2026 appropriation Bill of N890,331,686,000.00 witnessed an increase of N2,374,625 bringing the total budget signed into law to N892, 448, 411 billion.
In his remarks before signing the budget into law, Kadafur, noted that the event marks a significant milestone in the state’s governance journey as he assent to the 2026 Appropriation Bill duly passed by the Borno State House of Assembly.
Kadafur appreciated the meticulous, diligent, and sustained efforts of the House, especially considering the prevailing economic realities and fiscal pressures, adding that their commitment to detail, transparency, and the overall public interest is highly commendable.
He particularly commended the Speaker, principal officers, and all members of the state assembly for the expeditious consideration and timely passage of the Bill.
“This demonstrates a shared sense of responsibility and a clear understanding of the urgency of providing a sound financial framework for governance. Today’s occasion unveils our administration’s financial roadmap for the 2026 fiscal year, a budget carefully crafted to consolidate gains, stimulate economic growth, strengthen service delivery, and improve the welfare of our people.
“I assure the House and the good people of the state of our administration’s commitment to prudent implementation, accountability, and value for money, in line with the aspirations of our citizens,” Kadafur said.
Earlier presenting the budget to the acting governor for assent, the Speaker of the Borno State House of Assembly, Hon Abdulkarim Lawan, recalled that in the Budget Speech presented on 29th December, 2025, by Governor Babagana Umara Zulum, the sum of eight hundred and ninety billion, three hundred and thirty-one million, six hundred and eighty-six thousand naira
{890,331,686,000} was earmarked for the 2026 fiscal year.
Lawan said the Borno State House of Assembly in line with its constitutional mandate, subjected the proposal to rigorous scrutiny through its relevant
Committees, engaging Ministries, Departments and Agencies
(MDAs) to ensure value for money, fiscal discipline and
alignment with the development priorities of the State
He said after vigorous appraisal and scrutiny, the Honourable House,
through its various Special and Standing Committees reviewed
the submissions by the MDAs and adjusted accordingly.
“After Some were transferred from different codes and sub-heads.legislative deliberations, the Budget size was increased by the sum of two billion, three hundred and seventy-four million, naira, six hundred and twenty-five thousand naira (2,374,625,000.00), translating to the total sum of eight hundred and ninety-two billion, four hundred and forty-eight million, four hundred and eleven thousand naira (N892,448,411,000.00).
“The increases were in the Health and Education sectors. The sum of One billion, seven hundred and seventy-four million, six hundred and twenty-five thousand naira {N1,774,625,000 )
was approved for the Borno State Universal Basic Education Board (SUBEB) for rehabilitation of public schools, provision of water facilities, and procurement of teaching and learning materials; The College of Nursing Sciences, Maiduguri was added the sum
of four hundred million naira (N400,000,000} for the construction of a Lecture Theatre Hall at the College of Nursing Sciences, Maiduguri; and third and the last increment was additional sum of two hundred million naira {N200,000,000} for the renovation of flood-affected facilities at the College of Health Technology, Maiduguri,” the Speaker said.
He expressed the commitment of the overnment by giving priority to health and education due to their importance and also concern of the underprivileged members of the society.
” This administration also give priority to training of health workers to cushion the wide gap of inadequate health manpower in the state.
The Borno State House of Assembly commends the acting governor for his capacity and dynamism in handling issues of public interest. Also the Ministry of Budget and Planning played a vital role in facilitating the work of the parliament in the process of the budget” , he further said.
