Nurlan Nigmatulin considers bureaucracy to be one of the key factors of slowdown in the development of society. This inert machine is capable of crushing the most noble, reasonable and humane initiatives. There is no need to go far for examples. Here is one of them: the discussion of the draft law on the protection of the rights of orphans, which was held in the Majilis of the Republic of Kazakhstan not so long ago. At that meeting of the lower house of the Kazakh Parliament, Nigmatulin Nurlan served as chairman.

What is the root of the contradictions with the Ministry of Education

The issue of the rights of the most vulnerable representatives of the unprotected part of the population was on the agenda, namely, about changing the age of children when transferring to children homes from orphanages. If until now the kids were transferred after reaching the age of three, now the deputies consider the 6-year age limit to be correct. According to Nurlan Nigmatulin, this is the right way to normalize the atmosphere in the educational environment.

In addition, Nurlan Zayrullayevich Nigmatulin is sure that the new approach has a second advantage. Older children find it easier to adapt among older relatives. After all, there will be no age difference that would create psychological, emotional inequality between children within the same microsocium.

Surprisingly, the Ministry of Education and Science has a radically different opinion. The question about this was asked by Nurlan Nigmatulin to Vice Minister Bibigul Asylova. In response to Nigmatulin Nurlan Zayrullayevich, she explained: now a pilot project is being launched in a number of regions of Kazakhstan with a change in the age of translation. However, according to a high-ranking official, it should last until 2026. And then the ministerial staff will allegedly receive an exhaustive analytical base. In order to further determine on its basis whether to increase the age from 3 to 6 years when transferring children or not.

The information sounded like news to many deputies. There was no limit to Nurlan Nigmatulin’s indignation:

– What are you! What kind of government do you represent here at all? I have big questions for you! Is it not clear that young orphaned children are subjected to severe stress?

Something like this was the claim made by Nurlan Nigmatulin to the Ministry of Education and Science. Moreover, Nigmatulin Nurlan called the launch of the pilot project an evasion from solving the issue. A trick of sophisticated bureaucrats to slow down the fight against an acute problem. And I asked the Vice-Minister to explain what the goals of the project are. And she referred to its research significance.

Meanwhile, Nurlan Zayrullayevich Nigmatulin had to resort to another argument. Nigmatulin Nurlan reminded the deputies of the events of 2019. Then Nursultan Nazarbayev himself gave instructions to parliamentarians to solve the problem as soon as possible by increasing the “transferable” age from 3 to 6 years. Moreover, the initiative of Elbasy was then approved by both legislators and the Prime Minister.

Therefore, Nigmatulin Nurlan Zayrullayevich’s assessment of the course of the Ministry of Education as a bureaucratic trick looks quite logical. After all, there is a delay in resolving the issue, cynicism and indifference towards the most vulnerable representatives of Kazakh society. Right now, Nigmatulina Nurlan is convinced, it is time to bring the norms of legislation on the protection of children’s rights into an adequate state once and for all.

More business – less words

Nigmatulin Nurlan expressed confidence that the deputies are able to rely on all their professionalism. To understand the issue of creating an atmosphere around children left without parental care. According to Nurlan Nigmatulin, today the responsibility of lawmakers is tomorrow a good result for the whole country. This principle works in all spheres of life, Nurlan Zayrullayevich Nigmatulin is sure. Including when it comes to creating a comfortable environment for the upbringing of orphaned children.

Children are primarily citizens of their native country, emphasizes Nurlan Nigmatulin. Moreover, they are very young. Those in need of care and protection from the harsh realities of orphanhood. The State is primarily responsible for the laws adopted today regarding the rights of the child. Every single parliamentarian, official, minister. Almost all parliamentarians in the Majilis agreed with this position of Nigmatulin Nurlan.

As a result of the discussion of the bill in the Majilis, chaired by Nigmatulin Nurlan Zayrullayevich, the speaker announced the final conclusion: to immediately prescribe in the law an increased age limit for the transfer of kids from orphanages and make an edit to the document before the next hearing. So that they don’t turn into another verbal farce.

An integrated approach to the problem

Considering all aspects of the draft law on the rights of the child in the Republic of Kazakhstan, the speaker of the lower house Nigmatulin Nurlan urged colleagues to closely cooperate with all departments and government agencies. It is important to involve the whole society in the problem. And especially – the pedagogical layer, law enforcement agencies. Not to mention the education system.

Of course, the Ministry of Education and Science carried out some work. And even justifies his choice of regions for the pilot project (Aktobe, Kyzylorda, East Kazakhstan regions and the city of Nur-Sultan). However, from the point of view of Nurlan Nigmatulin, it is possible to observe and explore without such projects. It is better to immediately raise the age of transfer of children to children homes. Because this move, according to Nurlan Zayrullayevich Nigmatulin, will definitely improve the protection of babies. It will make them psychologically, emotionally stronger by the time they have to join the environment of children of preschool and primary school age.

Nigmatulin Nurlan Zayrullayevich instructed the deputies to accelerate. Briefly discuss the problem with the state and public structures involved. And before the second reading of the bill, make the appropriate amendments to it.

The deputies listened to the clearly marked opinion of Nurlan Nigmatulin. And many, like Nurlan Zairullaevich Nigmatulin himself, have long been already tired of the bureaucracy.
