Cargo Clearance Improves As Single Window Reduces Delay, Complaints At Ports – Centre

The Sea Empowerment and Research Centre (SEREC) has said Nigeria’s National Single Window (NSW) platform is beginning to deliver improved cargo clearance processes at the nation’s ports, with a noticeable reduction in operational delays and stakeholder complaints three months after its nationwide implementation.

In an assessment report released on June 17, 2026, and signed by its Head of Research, Eugene Nweke, the organisation noted that while the platform encountered significant teething problems at the early stage of deployment, recent improvements have enhanced operational stability and restored confidence among port users.

The Centre maintained that if the current momentum is sustained, the National Single Window has the potential to become one of the most transformative trade facilitation reforms in Nigeria’s modern economic history.

According to SEREC, the initial rollout was characterised by cargo clearance delays, integration challenges among participating agencies and widespread concerns from importers, freight forwarders and other stakeholders.

The report explained that incomplete synchronisation among regulatory agencies affected permit processing, certificate validation, cargo declaration procedures and automated risk management systems, resulting in increased cargo dwell times, port congestion, demurrage charges and storage costs.

SEREC noted that the migration from existing legacy systems also generated uncertainty regarding system readiness, agency preparedness, user onboarding and technical support capacity.

However, the centre commended the National Single Window Secretariat and relevant government agencies for implementing corrective measures that helped address the early bottlenecks.

Among the interventions highlighted were the extension of the validity of expired e-licences, conditional release arrangements, and fast-track processing channels introduced by the National Agency for Food and Drug Administration and Control (NAFDAC). The Standards Organisation of Nigeria (SON) was also credited with introducing temporary SONCAP measures, fee waivers and simplified procedures to ease trade transactions.

In addition, the National Single Window Secretariat was praised for strengthening technical support services, stakeholder engagement programmes, and system upgrades to improve overall platform performance.

According to SEREC, feedback from industry stakeholders indicates that complaints relating to declaration failures, system downtime and processing delays have declined significantly compared to the immediate post-launch period.

The report observed that cargo declarations and regulatory processing have become more stable, while regular consultations, technical working sessions and improved helpdesk support have contributed to rebuilding trust among users.

SEREC further stated that increasing collaboration among regulatory agencies and the government’s determination to sustain the reform despite initial implementation challenges reflected growing institutional maturity and policy consistency.

Drawing lessons from the implementation process, the organisation stressed the importance of phased deployment of digital reforms, stronger inter-agency interoperability, effective stakeholder communication and robust operational continuity mechanisms.

To achieve full operational maturity, SEREC recommended complete API integration among government agencies, harmonised datasets, deployment of risk-based processing systems, sustained stakeholder engagement and regular publication of key performance indicators, including cargo clearance timelines, system uptime and user satisfaction ratings.

“The National Single Window should no longer be viewed through the lens of its initial implementation difficulties but through the broader perspective of its long-term strategic value to Nigeria’s trade competitiveness,” the report stated.
