Two out of the 36 states, Enugu and Katsina, have yet to establish the State House of Assembly Service Commission (SHASC), the National Assembly Service Commission (NASC) has said,
Enugu State is in the South East while Katsina State is in the North West, and they are the only remaining states in the federation that are yet to put in place a commission vital for the legislature’s independence.
At least 34 states of the federation have established State House of Assembly Service Commissions to promote the development of the legislative service in Nigeria.
The executive chairman of the National Assembly Service Commission, Engr Ahmed Khadi Amshi, disclosed this when he received a delegation from the Abia State House of Assembly Service Commission in his office.
Engr Amshi told his guests that the National Assembly Service Commission, which came into being over two decades ago, had consistently striven to encourage the states to establish their Assembly Service Commissions to develop the country’s legislative service. He explained that this was not only to ensure the autonomy of state legislatures but also to help develop the necessary manpower and skills required by legislative workers to enhance optimum productivity in the lawmaking process.
The Abia State House of Assembly Service Commission’s delegation was led by its chairman, Honourable Uchechukwu Maduako.
Hon Maduako explained that his delegation was in Abuja to understudy the administrative processes and procedures of the NASC with the view of borrowing a leaf towards the effective take-off of his commission, which was inaugurated recently.
The delegation was also availed of working documents, enabling the State Assembly Service Commission to draw a road map for effective take-off.
