FG Concludes FCSSIP25 End-term Reviews, Outlines Next Phase Of Civil Service Reforms

The federal government, through the Head of the Civil Service of the Federation, Mrs Didi Esther Walson-Jack, has concluded the End-Term Review of the Federal Civil Service Strategy and Implementation Plan 2021–2025 (FCSSIP25), describing it as a key milestone in efforts to build a more efficient, innovative and citizen-centred public service.

Speaking at the closing session in Abuja, Walson-Jack said the review provided an important platform for stakeholders to assess the implementation of FCSSIP25, evaluate achievements, identify gaps, and develop practical recommendations to guide the next phase of reforms under FCSSIP 2026–2030.

She explained that deliberations during the two review sessions centred on the six reform pillars of the strategy, namely, Capability Building and Talent Management, Performance Management System, IPPIS-HR integration, Innovation, Digitalisation, and Staff Welfare.

According to her, the review recorded significant progress in strengthening institutional capacity, driving digital transformation, promoting innovation, improving human resource management systems, and enhancing staff welfare across the Federal Civil Service.

However, she noted that civil service reform remains a continuous process that requires stronger institutionalisation, effective monitoring and evaluation, sustained performance management, deeper digitalisation, and increased focus on staff motivation and well-being.

She said these findings would shape the design and implementation of FCSSIP 2026–2030.

Walson-Jack called on Ministries, Departments and Extra-Ministerial Agencies to sustain the momentum of reform by strengthening collaboration, embracing innovation and digital tools, enhancing knowledge sharing, and ensuring full ownership of the reform agenda at all levels of the service.

Reaffirming government’s commitment to a modern, performance-driven public service, she said a digitally enabled Civil Service remains essential for effective governance and national development.

She urged stakeholders to remain committed to building a system capable of delivering government priorities and meeting the expectations of Nigerians.

She also commended the United Nations Development Programme (UNDP), Permanent Secretaries, Directors, the FCSSIP Project Team and other stakeholders for their contributions to the successful conduct of the review exercise.

The session was attended by senior officials including Directors of Human Resource Management, Reforms Coordination and Service Innovation, ICT, IPPIS (Office of the Accountant-General of the Federation), and other representatives of the Office of the Head of the Civil Service of the Federation.
