FG Declares Digital Transformation Era For Civil Service

The federal government through the Head of the Civil Service of the Federation (HCSF), Didi Esther Walson-Jack has announced that Nigeria’s federal bureaucracy has irreversibly crossed into the digital age.

Walson-Jack who made this known yesterday while delivering her address at the Paperless Civil Service Gala and Awards Night in Abuja framed the shift as a matter of national competitiveness.

According to her, in today’s interconnected environment, countries that fail to digitise their Public Services are not merely slow; they are uncompetitive and increasingly irrelevant.
Reaffirming the federal government’s unwavering commitment to deepening digital transformation, the head of service detailed a deliberate, years-long reform journey.

She emphasised that automation, electronic records management, and data-driven governance are now central pillars for improving efficiency, transparency, and service delivery across all Ministries, Departments, and Agencies (MDAs).

“Digitalisation, which for many years sounded like a good idea we would get to ‘one day,’ has finally arrived, and I am delighted that we can now speak about it not as a concept but in reality,” she said.

She traced the reform’s origins to the 2017-2020 Federal Civil Service Strategy under Mrs. Winifred Oyo-Ita, which first positioned digitalisation as a strategic priority, crediting her immediate predecessor, Dr. Folasade Yemi-Esan with a pivotal escalation of the agenda.

“A pivotal moment came in 2020 when the COVID-19 disruption underscored the cost of clinging to paper.

“Dr Yemi-Esan issued a landmark circular directing every MDA to convert their files to digital format without delay. No longer a suggestion, it became an instruction.

“I met a system that had made progress but still had a long way to go. While commendable, it also meant that the rest of us were still very attached to our printers,” she said.

Walson-Jack positioned her administration’s work as building on this foundation, championing initiatives like the 1Government Cloud Framework to accelerate the transition.

The event also featured commendations from the Secretary to the Government of the Federation (SGF), Senator George Akume.

Akume in his speech, lauded the Office of the Head of Civil Service of the Federation for driving the reforms, stating that such digital initiatives would strengthen inter-agency collaboration, data security and cost-effective governance in line with the Renewed Hope Agenda of President Bola Tinubu.
