Kano State governor, Abba Yusuf, yesterday presented the 2025 Appropriation Bill of N549,160,417,663 to the State House of Assembly.
The governor who described the proposed budget as a Budget of Hope, Human Capital and Economic Development, said most of the capital spending would be in the social and economic sectors to the tune of 461,447,963,240.86.
He noted that the total capital expenditure stands at N312,634,912,672.18 billion while recurrent expenditure stands at N236,525,504,990.82 billion, noting that when approved, it is projected to have a ratio of capital to recurrent expenditure of 57:43 per cent.
He explained that 31 per cent of the budget is allocated to education (168,350,802,346.19), health – 16.5 per cent (90,600,835,766.48), Agriculture – 3.8 per cent (21,038,199,190.76), infrastructure development – 12.8 per cent (70,682,843,744.15), Manufacturing, Commerce, Industry and Tourism – 1.2 per cent (3,887,338,871.45), Environment and Sanitation – 2.8 per cent (15,523,154,078.47) while governance and institutions take 17.5 per cent (98,242,089,019.58) of the budget.
Governor Yusuf added that Security, Justice and Emergency Services were allocated 4 per cent (23,457,527,026.06), water supply and rural development 4.9 per cent(27,235,112,601.05), transport development – 2.3 per cent (12,805,155,000) while women, youth and people with special needs were allocated 3.2 per cent (17,337,360,000).
The governor however noted that the government would prioritise human capital and infrastructure development and also ensure an increased access to quality education, despite the meagre resources.
“Mr Speaker and Honourable Members, these brave steps taken to invest in human capital and infrastructure development would set the stage for faster and sustained economic growth and development in the state.
“The 2025 budget goes further to support areas that will deliver inclusive growth especially in commerce, manufacturing as well as agriculture and its value chain, as this is the anchor for our quest to revive our moribund industries and consequent prosperity.
“We promise to faithfully implement the provisions of this budget for the general good and well-being of our people. We will not relent in our resolve to alleviate poverty and restore hope, create wealth, generate employment, stimulate agriculture, improve electricity and maximise the overall well-being of our people.
“I beseech you therefore to hastily consider and approve the 2025 Budget Proposals,” he requested.
In his remarks, the speaker of the House, Hon Ismail Falgore, assured the governor of passing the budget before the end of this year.
He also requested the governor to, as a matter of urgency, facilitate the renovation of the Assembly complex to make it comfortable for legislation.
