Group Hails Otuaro’s Reforms In Presidential Amnesty Programme

Niger Delta Youths for Positive Change (NDYPC) has commended the administrator of the Presidential Amnesty Programme (PAP), Dr Dennis Otuaro, over what it described as “bold and people-focused reforms” that are rebuilding trust and delivering tangible development in the region.

In a statement issued to journalists yesterday in Abuja by Comrade Elliott Yibakeni, the group hailed the PAP’s ongoing transformation as long overdue. It credited Dr Otuaro with steering the programme toward transparency, fairness, and accountability.

“At a time when public trust in institutions was waning, Dr Otuaro has emerged as a symbol of credibility and transformation,” the statement read.

“His visionary leadership is restoring integrity, empowering communities, and driving a sustainable development agenda that resonates with the aspirations of the Niger Delta.”

According to the NDYPC, one of the most impactful changes under Dr Otuaro’s tenure has been implementing a merit-based selection process for beneficiaries, effectively ending years of favouritism and political influence.

The group further highlighted several internal reforms within the PAP, including improvements in staff welfare, capacity building, and strict adherence to due process in procurement procedures. These, it said, have boosted efficiency and transparency within the agency.

The NDYPC also noted Dr Otuaro’s regular consultations with traditional rulers, women leaders, civil society organizations, and local communities, which have significantly strengthened peace and rebuilt public confidence in the programme.

“In alignment with President Bola Ahmed Tinubu’s Renewed Hope Agenda, the PAP has consistently paid stipends to ex-agitators and extended direct support to vulnerable groups in the region,” Yibakeni added.

“We also commend recent healthcare interventions for ex-agitators facing medical challenges.”

The group pointed to expanded investments in scholarships, skills acquisition, and youth empowerment as evidence of a renewed focus on leadership development and innovation.

“Every decision under Dr Otuaro’s leadership reflects a deep commitment to public trust, responsible stewardship, and long-term progress,” the statement concluded. “The Niger Delta is rising stronger, united, and filled with renewed hope.”
