According to the commissioner for information and communications, Kingsley Femi Fanwo, the directive which takes effect from September 1 was issued via a circular from the Office of the Secretary to the State Government, Dr Mrs Folashade Arike Ayoade.

According to the circular, all appointees of government are to participate in the exercise under the coordination of the highest ranking appointee from each local government.
