NCAA Fines RwandAir ₦15m Over Passenger’s Damaged Baggage Complaint

The Nigerian Civil Aviation Authority (NCAA) has fined RwandAir ₦15 million for failing to resolve a passenger’s baggage complaint within the timeframe prescribed by aviation regulations.

NCAA Director of Public Affairs and Consumer Protection, Michael Achimugu, announced the sanction in a post on X on Friday, September 11.

According to Achimugu, the airline was sanctioned over a consumer protection violation relating to the handling of the passenger’s baggage complaint.

“The airline has been fined a sum of FIFTEEN MILLION NAIRA for its failure to resolve a baggage issue within the stipulated timeframe,” he said.

The regulator also directed RwandAir to replace the passenger’s damaged bag and pay $170 in first-need compensation under Part 19 of the NCAA Regulations 2023.

The latest sanction comes as the aviation authority continues to enforce passenger protection regulations against airlines operating in Nigeria.

In February 2025, the NCAA warned that more airlines could face sanctions for violating consumer protection rules. The regulator had earlier sanctioned Air Peace, Ethiopian Airlines, Arik Air, Aero Contractors and Royal Air Maroc over various passenger-related violations.

The NCAA has also imposed a ₦6 million penalty on Saudi Airlines for failing to resolve outstanding consumer protection issues and comply with the authority’s determinations.
